MANILA, Philippines- Ipinag-utos ni Pangulong Ferdinand R. Marcos Jr. ang pag-adopt sa updated list ng hinirang o piniling statistical activities gaya ng census at surveys na isasagawa ng mga ahensya ng gobyerno.
Sa ilalim ng Executive Order (EO) 87 na tinintahan noong May 21, sinabi ni Pangulong Marcos na ang updated roster ay naglalayong tiyakin ang “availability of reliable data that reflect the current state of the Philippine economy and socioeconomic growth.”
Ang designated statistical activities ay tumutukoy sa specific tasks o activities na isinagawa ng government agencies para makalikha ng critical data na mahalaga para sa ‘economic planning, program development, at policy-making’ kapwa ng gobyerno at pribadong sektor.
“The move is necessary since a data-driven policy-making better addresses the nation’s evolving needs and challenges,” ayon sa EO 87.
Upang matiyak ang napapanahong pagpapakalat ng statistical data sa publiko, ang lahat ng concerned agencies ay inatasan na magsumite ng resulta ng isinagawang ‘designated statistical activities at administrative reports’ sa Philippine Statistics Authority (PSA) sa loob ng timeframes na itinakda at inaprubahan ng PSA Board.
“The updated list of designated statistical activities shall support the generation of critical and essential data for administrators, planners, and policy-makers in both the government and private sectors,” ang nakasaad sa EO 87.
“All designated statistical activities shall conform to official statistical standards, including classifications, frameworks, methodologies, concepts, and definitions, as approved by the PSA Board. Any improvements or revisions to these standards shall be adopted by implementing agencies only upon the approval of the PSA Board,” ang mababasa sa nasabing EO 87.
“All concerned government departments, agencies, bureaus, offices and instrumentalities, including government-owned or -controlled corporations are directed to undertake efforts in support of the implementation of EO 87,” ayon pa rin sa EO 87.
Hinihikayat naman ang local government units at ang pribadong sektor na gawin din ito.
Ang pondo na kakailanganin para sa implementasyon ng bagong kautusan ay huhugutin sa kasalukuyan at available appropriations ng PSA at iba pang ‘implementing agencies.’
Ang funding requirements na kakailanganin para sa patuloy na implementasyon ng EO 87 ay isasama sa budget proposals ng PSA at ng implementing agencies.
Ang EO 87, isinapubliko araw ng Martes, magiging epektibo sa oras na mailathala na ito sa Official Gazette o sa pahayagan na may general circulation. Kris Jose
