MANILA, Philippines – PINAHINTULUTAN na ni Pangulong Ferdinand R. Marcos Jr. ang pagpapalabas ng 2025 Productivity Enhancement Incentive (PEI) sa pare-parehong rate na P5,000 para sa bawat kuwalipikadong empleyado ng gobyerno.
Ang Department of Budget and Management (DBM), sa pamamagitan ng Circular Letter 2025-13 ipinalabas noong Dec. 17, ipinabatid sa lahat ng pinuno ng departamento, burukrasya, ahensiya, local water districts, local government units, state universities and colleges (SUCs), at government-owned or -controlled corporations (GOCCs) ang pagkakaloob ng 2025 PEI.
Ang insentibo ay posibleng ipalabas sa Dec. 15, 2025, alinsunod sa Budget Circular No. 2017-45.
Ang Budget Circular No. 2017-45 ay nagtakda ng guidelines para sa pagkakaloob ng PEI sa mga eligible government workers, kabilang na ang civilian personnel, maging ito man ay “regular, casual, o contractual in nature, appointive o elective, full-time or part-time, at maging ang military at uniformed personnel.”
Ang PEI ay bumubuo ng bahagi ng Performance-Based Incentive System (PBIS), naglalayon na palakasin ang ‘productivity, accountability, at achievement ng mga target na ahensiya.
“Eligibility for performance-based allowances and bonuses under PBIS is determined through the Results-Based Performance Management System (RBPMS),” ayon sa ulat.
Ang implementasyon ng PBIS at RBPMS ay nasuspinde kasunod ng pagpapalabas ng Executive Order (EO) 61 noong June 2024.
Matapos ito, isang Technical Working Group ang binuo para magrebisa at gawing simple ang performance management at incentive framework ng gobyerno.
Upang i-promote ang productivity at hikayatin ang achievement ng performance targets, pinahintulutan ni Pangulong Marcos ang DBM na magpalabas ng guidelines para sa pagkakaloob ng 2025 PEI.
“The PEI aligns with Congress Joint Resolution No. 4 issued in 2009, emphasizing a performance-based scheme that rewards exemplary civil servants and high-performing agencies,” ayon pa rin sa ulat.
Samantala, ang insentibo ay bahagi ng Total Compensation Framework at kasama sa Personnel Services items na ipalalabas sa pamamagitan ng General Appropriations Act for 2025, alinsunod sa National Budget Circular No. 595. Kris Jose
