PH, Japan Reciprocal Access Agreement bubusisiin sa Senado

MANILA, Philippines – Sinabi ni Senate committee on foreign relations chairperson Imee Marcos nitong Lunes, Hulyo 8 na bubusisiin nito ang bagong pirmang Reciprocal Access Agreement (RAA) sa pagitan ng Pilipinas at Japan upang masigurong mapoprotektahan nito ang interes ng bansa.

”We welcome having stronger security ties with our neighbors in the Asia-Pacific region. However, as with other treaties, the Senate committee on foreign relations will scrutinize every line and every word of that treaty once the same is referred to us to make sure that it is aligned with the national interest of the country,” sinabi ni Marcos.

Para kay Senate committee on national defense chairperson Jinggoy Estrada, ang pagpirma kasunduan ”demonstrates the mutual commitment of Japan and the Philippines to uphold a rules-based international order, particularly in response to regional security threats.”

”Aside from joint military exercises, the RAA plays a crucial role in coordinating humanitarian assistance and disaster relief operations, given the frequent occurrence of natural disasters in the region requiring rapid and coordinated response efforts,” dagdag pa ni Estrada.

Aniya, sisiguruhin niyang ang ratipikasyon sa RAA ang isa sa magiging priority agenda ng kapulungan sa pagbubukas ng 3rd Regular Session sa Hulyo.

Sa ilalim ng Article VII, Section 21 ng 1987 Constitution, sinasabing “no treaty or international agreement shall be valid and effective unless concurred in by at least two-thirds of all the Members of the Senate.”

Sa kabilang banda, sinabi ni Senador Juan Miguel Zubiri na ang kasunduan ay isang “partnership of like-minded nations that will truly bolster the country’s naval training and use of ships and equipment purchased from Japan.”

Ngayong Lunes ay pinirmahan nina Japanese Foreign Minister Yoko at Philippine Defense Secretary Gilberto Teodoro Jr. ang naturang kasunduan.

Ang unang pormal na negosasyon sa RAA ay ginanap noong Nobyembre 2023 sa Tokyo, Japan.

Pinangunahan ito ng Department of National Defense (DND) kasama ang iba pang delegasyon mula sa Department of Foreign Affairs (DFA) at Department of Justice (DOJ).

Sa naturang kasunduan, papayagan ang paglahok ng mas marami pang sundalong Hapon sa taunang military exercises ng Pilipinas at US kabilang ang “Balikatan” exercises.

Papayagan din ng kasunduan ang mga sundalong Hapon na magbigay ng humanitarian assistance sa Pilipinas kung kinakailangan. RNT/JGC
