EFFECTIVE policing is built on more than manpower. It takes skilled officers, modern tools, community cooperation and leadership that turns these elements into stronger public protection.

PBGen. Rudecindo ‘Dodie’ Reales is bringing these priorities together in the Negros Island Region through programs designed to improve police capability, strengthen public relations and sharpen operational coordination.

On October 20, PRO NIR launched a three-day basic drone operation seminar for 50 personnel.

The training covers drone handling, flight controls and safety procedures, equipping officers with skills that can support surveillance, search-and-rescue missions, disaster response and better situational awareness during operations.

AS well, Reales has been investing in the human side of policing. The completion of the Police Community Affairs Development Course on October 19 strengthened personnel skills in community assessment, communication, stakeholder engagement and collaborative problem-solving.

These capabilities help officers build public trust and encourage residents to work with law enforcement.

Meanwhile, a conference on the Revitalized Pulis sa Barangay program focused attention on personnel deployment and coordination. Effective implementation can bring police services closer to communities and help ensure local concerns receive prompt attention.

The shooting of a barangay councilor in Bais City on October 19, followed by a hot-pursuit operation against the unidentified suspect, underscores the urgency of protecting local officials and citizens while pursuing those responsible for violence.

These initiatives reflect Reales’ emphasis on a police force that combines technical competence with community engagement and decisive action.

The real value of leadership lies in results. Drone training must strengthen field operations, community affairs must deepen public confidence and barangay policing must deliver a more responsive police presence.

Under Reales, the goal is clear: build a smarter, better-prepared police force that earns trust, acts decisively and makes public safety its foremost mission.
