MANILA, Philippines — Inirekomenda ng Department of Public Works and Highways (DPWH) at Independent Commission for Infrastructure (ICI) ang plunder, graft, at bribery charges laban kay dating House Speaker at Leyte Rep. Martin Romualdez at nagbitiwang Ako Bicol Rep. Zaldy Co kaugnay ng umano’y anomalya sa flood control projects.
Isinumite nina DPWH Secretary Vince Dizon, ICI Chairman Andres Reyes, at Commissioner Rogelio Singson ang rekomendasyon sa Office of the Ombudsman ngayong Biyernes.
“The recommended action… these are Violation of Republic Act 7080 or an Act Defining and Penalizing the Crime of Plunder. Violations of Section 3A, B, and E, and H of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act. And finally, Violation of Article 210 of the Revised Penal Code on Direct Bribery,” ayon kay Dizon.
Kasama sa ebidensya ang mahigit P100 bilyong kontrata mula 2016 hanggang 2025 na ibinigay sa mga kumpanyang konektado kay Co, at batay sa sworn statement ni whistleblower Orly Guteza na umano’y naghatid ng mga suitcase ng pera kay Romualdez at Co.
“Ang facts, simple lang. Si Speaker Martin Romualdez, siya ang main speaker from 2022 to 2025. Si former congressman Zaldy Co ang napili na Committee on Appropriations chairman. Sinasabi ng referral na ito ay dun sa relationship na iyon, nangyari itong mga iba’t ibang kontratang ito,” paliwanag ni Dizon.
Binigyang-diin ni Singson na hindi maaaring iwasan ng mga opisyal ang pananagutan.
“They have direct responsibility to discharge the duties of their office. Kaya hindi pwede hugas kamay dito. Otherwise, dapat hindi nila tinanggap yung responsibilidad,” ani Singson.
Kinumpirma rin ni Pangulong Ferdinand Marcos Jr. na irerefer sa Ombudsman ang impormasyon tungkol sa umano’y corrupt na flood control projects. Sinabi naman ni Romualdez na handa siyang harapin ang anumang imbestigasyon. RNT
