MANILA, Philippines – PATULOY na sinusuportahan ng Japan ang infrastructure development agenda ng gobyerno ng PIlipinas.
Sa katunayan, ginagarantiyahan ng Japan ang financing assistance para sa ‘big-ticket bridge, spillway at maritime projects.’
Sa isang kalatas, sinabi ng Department of Finance (DOF) na ang Philippine economic at infrastructure team, pinangunahan ni Finance Secretary Ralph Recto, ay nakipagpulong sa Japanese government sa Osaka, Japan noong Setyembre 11 para pag-usapan ang progreso ng mahahalagang proyekto na suportado ng Japan.
Tumayong kinatawan ng Japan si Dr. Mori Masafumi, special advisor to the prime minister of Japan, at maging ang mga opisyal ng Ministry of Foreign Affairs, cabinet secretariat, Ministry of Finance, Ministry of Economy, Trade and Industry, Ministry of Internal Affairs and Communication, Ministry of Land, Infrastructure, Transport and Tourism, Japan International Cooperation Agency at Japan Bank for International Cooperation.
Bahagi naman ng Philippine delegation sina Philippine Ambassador to Japan Mylene Garcia-Albano, Economy, Planning and Development Secretary Arsenio Balisacan, Transportation acting Secretary Giovanni Lopez, Public Works and Highways Senior Undersecretary Emil Sadain at Budget and Management Assistant Secretary Romeo Matthew Balanquit.
Ang high-level meeting ay idinaos sa sidelines ng 2025 Osaka Expo at Philippine Economic Briefing.
“Today’s discussions confirmed steady progress in cooperation across various fields, including large-scale infrastructure development, disaster prevention, information and communications, energy and the Mindanao peace process,” ang sinabi ni Masafumi.
Kabilang sa mga big-ticket projects sa pipeline para sa Japanese financing para sa 2025 to 2026 ay ang 2.6-kilometer second San Juanico bridge construction project, na magkokonekta sa Leyte at sa Samar Islands sa pamamagitan ng mga munisipalidad ng Babatngon at Sta. Rita.
Mapaiikli nito ang travel time, mababawasan ang pamasahe at magbubukas ng bagong economic opportunities para sa local businesses at mga manggagawa sa Visayas.
Ang iba pang proyekto ay kinabibilangan ng Parañaque spillway construction project, dinesenyo para protektahan ang mga pamilya sa Laguna Lakeshore areas sa pamamagitan ng pagbabawas sa pagbaha ng 37% sa panahon ng extreme weather events.
“The project will channel excess lake water from Laguna Lake into Manila Bay through Muntinlupa, Parañaque, Las Piñas and Bacoor via an underground drainage system, safeguarding homes, livelihoods and communities,” ayon sa ulat.
Popondohan din ng Japan ang Philippine Coast Guard (PCG) support facility development project sa Subic Bay Area, na naglalayong paghusayin ang operational capacity ng PCG.
“Your (Japanese government) confidence will be invested properly in the future of our people. Every yen and every peso will be made to work harder and go farther. We will meet your trust with transparency, predictability and delivery,” ang sinabi ni Recto.
Sa nasabing pagpupulong, pinag-usapan din ng magkabilang panig ang “project status updates, implementation challenges, corresponding resolutions at susunod na hakbang para sa nagpapatuloy na proyekto na pinondohan ng Japan.”
Kabilang dito ang North-South Commuter Railway Project, Metro Rail Transit Line 3 Rehabilitation Project, at ang Metro Manila Priority Bridges Seismic Improvement Project. Kris Jose
