MANILA, Philippines — Bumuo ang Department of Energy (DOE) ng joint task force upang ihanda ang mga teknikal, regulatory at legislative measure para alisin ang system loss charges at kaakibat nitong value-added tax (VAT) sa electricity bills ng mga konsumer.
Kabilang sa task force ang Energy Regulatory Commission (ERC), National Electrification Administration (NEA) at mga electric cooperative. Pangungunahan nito ang pagpapatupad sa direktiba ni Pangulong Ferdinand “Bongbong” Marcos Jr. at ang komprehensibong pagrepaso sa mga panukalang reporma sa sektor ng enerhiya.
“The Department of Energy (DOE) has established a Joint Task Force… to lead the next phase of implementing President Ferdinand R. Marcos Jr.’s directive to remove system loss charge and the corresponding Value-Added Tax (VAT) from consumers’ electricity bills,” pahayag ng DOE nitong Huwebes.
“The Joint Task Force will coordinate the technical, regulatory, and legislative work needed to advance the Administration’s commitment to fairer electricity rates, stronger consumer protection, and a more efficient power sector,” dagdag nito.
Sa kanyang ikalimang State of the Nation Address, nanawagan si Marcos sa Kongreso na amyendahan ang Electric Power Industry Reform Act (EPIRA) at itigil ang pagpapasa sa mga konsumer ng system loss charges at kaakibat nitong VAT.
Kinilala ng DOE na mangangailangan ang direktiba ng mga pagbabago sa EPIRA at kaukulang regulatory reforms. Magsusumite ang task force ng mga teknikal na rekomendasyon sa Senado at Kamara upang makatulong sa pagbuo ng batas para sa mas mura, maaasahan at matatag na sektor ng enerhiya.
Magsusulong din ang task force ng mga hakbang upang mabawasan ang system loss sa pamamagitan ng mas mahusay na operasyon, pinaigting na pagpapatupad ng batas laban sa pagnanakaw ng kuryente at modernisasyon ng distribution networks.
Sinabi ng DOE na nakipagpulong ito sa ERC at Manila Electric Company (Meralco) noong Hulyo 28 upang talakayin ang mga hakbang para sa mas makatarungang singil sa kuryente.
“During the consultation, Meralco also expressed its commitment to exploring operational adjustments aimed at lowering electricity prices for its customers in the coming months, aligning with the collective goal of easing the financial burden on households and businesses,” ayon sa DOE.
“As the country’s largest private distribution utility serving millions of customers, Meralco’s role is essential in identifying practical and workable approaches that support the administration’s consumer-first agenda.”
Nauna nang nagtanong si Meralco chairman Manuel V. Pangilinan kung sino ang sasagot sa halaga ng system losses kapag inalis ito sa electricity bills ng mga konsumer.
Sinabi naman ni Meralco executive vice president at chief operating officer Ronnie Aperocho na iginagalang ng kumpanya ang direksiyon ng polisiya ni Marcos, ngunit “it is important to recognize that system loss is not unique to any distribution utility but is a common operational aspect of the delivery of electricity — which affects the entire power industry.”
Nakikipag-ugnayan din ang DOE sa iba pang pribadong distribution utilities upang makahanap ng praktikal na paraan ng pagpapatupad ng reporma habang tinitiyak ang makabuluhang pagtitipid ng mga konsumer at episyenteng serbisyo sa kuryente.
