MANILA, Philippines – NAGPAHAYAG ng labis na pagkaalarma ang National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) sa tinatawag na “terrorist grooming” operations kung saan ang puntirya ay ang mga kabataang Pilipino.
Ipinahayag ni NTF-ELCAC Executive Director Undersecretary Ernesto Torres Jr. ang babalang ito kasunod ng naging talumpati ni Julieta De Lima, chair ng Negotiating Panel of the National Democratic Front of the Philippines, sa harap ng League of Filipino Students sa isinagawang 21st National Congress kamakailan.
Ani Torres, umabot ang talumpati sa pagtalakay sa mga isyung panlipunan at pinagtibay ang balangkas ng Marxism-Leninism-Maoism, gayundin ang pinaigting na recruitment sa mga campus at ang mga tinatawag na “situated students” na inorganisa sa loob ng mas malawak na estruktura ng Communist Party of the Philippines, New People’s Army (NPA), at mga kaalyadong underground networks.
Habang binigyang-diin na ang activism o aktibismo ay hindi ang isyu, sinabi nito na ang pagsisikap na i-channel ang mga estudyante tungo sa armadong pakikibaka ay pagtawid sa isang mapanganib na linya.
“Let us be clear: activism is not the issue. Debate is not the issue. Criticism of the government is not the issue. What concerns us is the open call to intensify recruitment and strengthen structures aligned with a movement that has long pursued armed struggle against the democratic State,” ayon kay Torres.
Aniya pa, kapag ang mga kabataang mamamayan ay “systematically conditioned and directed toward violent revolution, that is terrorist grooming.”
“These are not abstract ideas. They form part of a decades-old revolutionary blueprint. The insurgency does not begin in the mountains. It often begins in classrooms — through ideological consolidation, study circles, and gradual conditioning,” dagdag niya.
Tinuran pa ni Torres na ang mga dating miyembro ng NPA ay paulit-ulit na nagpapatotoo kung paano nagsimula ang recruitment pipelines sa pamamagitan ng exposure sa tila ordinaryong campus activism bago maging progresibo sa “structured underground participation.”
“What appears to be harmless organizing can evolve into a deliberate pathway toward armed engagement,” aniya.
“That is not spontaneous activism. That is structured cadre-building. That is terrorist grooming,” dagdag pa niya.
Samantala, nagpahayag din ang opisyal ng NTF-ELCAC ng partikular na pagkabahala sa mga ulat hinggil sa “organisadong recruitment targets, pagbuo ng mga ‘squad’ ng prospective members, at systematic campus expansion efforts.”
