MANILA, Philippines-“Motorcycle riders will soon be able to put their doubts and fears to rest.”
Ito ang tiniyak ni Senate Majority Leader Francis ‘Tol’ Tolentino kasabay ng kanyang pagpuri sa pag-apruba ng Senado sa ikatlo at huling pagbasa sa Senate Bill No. 2555 na nag-aamyenda sa Republic Act. 11235 o ‘Doble Plaka Law’ sa sesyon nitong Lunes.
Principal sponsor ng SBN 2555, pinasalamatan ni Tolentino si Senator JV Ejecito, ang pangunahing may-akda ng panukala at kanyang co-sponsor, gayundin ang iba pang senador sa kanilang suporta sa pag-apruba sa panukalang batas na naglalayong protektahan ang kapakanan ng milyun-milyong motorcycle riders.
“The current law, RA No. 11235, unfairly discriminated against our motorcycle riders, isolating and unfairly profiling them as potential perpetrators of illegal activities,” idiniin ni Tolentino.
“In addition, RA No. 11235 provided short window periods for the registration and transfer of ownership of motorcycles, failure to abide with which will amount to excessive fines and penalties,” idinagdag ng senador.
Ang pagpapatupad ng RA11235 ay sinuspinde lamang, alinsunod sa isang memo na inilabas ng LTO na may petsang Hulyo 1, 2020.
Kasunod ng pagpasa ng panukalang batas, nakipagpulong kina Tolentino at Ejercito sa Senado ang mga pinuno ng ilang grupo ng rider upang personal na pasalamatan ang mga senador sa kanilang suporta.
Kabilang sa mga organisasyon ay ang Motorcycle Taxi Community; Riders of Valenzuela Federation; Kapatiran sa Dalawang Gulong (Kagulong); Ride Guardians; Philippine Advocates for Road Safety; Move It Riders Community; and Angkas Riders Community.
Sinabi ni Tolentino na sa pagpasa ng amendatory law na ito, mas magtutuon ang mga nagmomotorsiklo sa kaligtasan sa kalsada, sa halip na mag-alala tungkol sa mga posibleng multa at parusa na maaaring ipataw laban sa kanila.
Ang mga kapansin-pansing probisyon sa SBN 2555 ay ang mga sumusunod:
mandating an RFID sticker at the front side of the motorcycle instead of the additional plate required by the previous law;
differentiating the registration process of new ownership from subsequent sale;
adjusting the period of reporting lost number plate or RFID sticker;
adjusting the penalties of fines and imprisonment to a more reasonable amount and period; and lastly,
adjusting the transitory provision to June 30, 2025 for motorcycle owners not in conformity with the provisions of the law to renew their registration, and December 31, 2025 for LTO to produce, release, and issue the number plates as required by law.
