MANILA, Philippines – Agarang pinabubuwag o pinatatanggal ni House Majority Leader at Ilocos Norte 1st District Rep. Ferdinand Alexander “Sandro” A. Marcos ang pagpapatupad ng travel tax.
Binigyang diin ng mambabatas na ang travel tax ay nagiging pabigat o hadlang sa layunin ng bansa na maiangat o maibangon ang ekonomiya, at mabilisang mabawi ang regional competitiveness.
Sa kaniyang inihaing House Bill (HB) No. 7443 isinulong ni Marcos na tuluyan ng ibasura ang travel tax bilang direktang pagtugon sa panawagan ng mga Filipino travelers.
“The travel tax was created in a very different economic context. Today, it has become an added cost that restricts mobility and weighs heavily on ordinary Filipinos who simply want to travel for work, family or opportunity,” ayon kay Marcos.
Nakapaloob sa panukala na ang pagpapatupad sa travel tax sa ilalim ng Presidential Decree (PD) No. 1183 at sa probisyong nakapaloob sa Tourism Act of 2009 ay dapat ng palitan o buwagin upang maihinto na ang koleksyon ng buwis sa pagbibiyahe na umaabot sa P2,700 para sa first-class passengers at P1,620 naman sa mga economy class travelers.
Binigyang diin ni Marcos na sa mga bumibiyaheng pamilya ay pabigat na ito sa halip na magamit sa mga pangunahing pangangailangan.
“When travel becomes more expensive, fewer people move, fewer people spend and fewer opportunities circulate through the economy. Lowering the cost of travel allows Filipino families to allocate their money where it matters most.”
Pinuna rin ni Marcos na ang Pilipinas ay unti-unti ng nagiging “outlier” o lumalayo sa mga kalapit na bansa sa Asya na matagal ng nag-alis ng kahalintulad na buwis upang mapalago ang turismo, palitan ng negosyo at people-to-people exchanges.
“A tax that discourages travel also discourages growth. If our neighbors are opening doors and reducing barriers, we should not be holding on to policies that place us at a disadvantage,” sinabi pa ni Marcos.
Nilinaw din ng batang Marcos na ang pagbuwag sa travel tax ay hindi nangangahulugang wala ng suporta sa turismo, kurltura at edukasyon na parehong nabibigyan ng benepisyo mula sa travel tax.
“Public programs should be sustained through transparent budgeting, not through charges that disproportionately affect travelers. This approach ensures continuity of funding while removing an unnecessary burden on the public,” sinabi pa rin ni Marcos.
“Travel is not a luxury for many Filipinos. It is part of how families stay connected and how workers sustain their livelihoods.” (Meliza Maluntag)
