MANILA, Philippines – TARGET ng European Union (EU) na gawing “higher level” ang partnership sa Pilipinas habang pinalalakas ng dalawang panig ang ugnayan sa malawak na ispektrum ng pagtutulungan mula ‘maritime, good governance, cybersecurity at trade.’
Ipinarating ng EU ang intensyon nito sa idinaos na 4th Philippine-EU Joint Committee Meeting sa Maynila, kung saan ang progreso ng free trade agreement ay pinag-usapan.
“Across the areas, there’s a lot of room to deepen and broaden the relationship. We agreed in principle to explore in our respective systems to see if we could find a way to take this relationship overall to a new level— that is the overall direction,” ang sinabi ni Niclas Kvarnström, managing director para sa Asya at Pasipiko sa European External Action Service sa mga mamamahayag.
Si Kvarnström, co-chairman ng joint committee ay nakipagpulong kay Foreign Affairs Undersecretary for Bilateral Relations Maria Theresa Lazaro noong Disyembre 3.
Sa naturang pulong, tinukoy ng magkabilang panig ang positibong trajectory ng Philippine-EU trade relations, kung saan umaasa ang huli na aakyat ng isang notch o dalawa mula sa kasalukuyang posisyon nito bilang 4th largest trading partner ng bansa.
Ukol naman sa green transition, sinabi ni Kvarnström na napag-usapan nila ang bilang ng mga saklaw para sa iba’t ibang proyekto kabilang na iyong nakatuon sa ‘infrastructure at digitalization.’
Binigyang diin sa miting ng dalawang partido ang lumalagong maritime cooperation at muling pinagtibay ang posisyon ukol sa rules-based order sa South China Sea.
“So overall, we’re looking for specific strands to deepen this relation, but it’s going in the right direction. Of course, we also discussed the important area of good governance and rule of law and human rights, where we feel that we have a very good dialogue going,” ang sinabi nito.
Sa kabilang dako, sa isang panayam, sinabi ni Kvarnström na “very constructive” ang first round ng negosasyon hinggil sa Philippines-EU FTA, sabay sabing masigasig ang bloc na i-match ang target ng bansa na tapusin ito sa 2027.
“We would also like to match that by being ambitious on our side. Trade agreements are always tricky to negotiate between any partners but it does help to have a political will on both sides, which I think there is,” ang sinabi ni Kvarnström.
“We hope very much that that timetable is realistic,” aniya pa rin.
Para naman sa good governance at human rights, sinabi ng opisyal na batid ng EU na ang situwasyon ng bansa ay nagkaroon ng “significantly improved” at ang kahandaan ng pamahalaan para pag-usapan ang usapin ay umigting.
“One of the areas that we have focused on is civil society related to freedom of speech and targeting of independent voices,” ang tinuran ni Kvarnström.
