MANILA, Philippines- Pinuri ng Department of Foreign Affairs (DFA) ang bagong ini-adopt na United Nations Human Rights Council (HRC) resolution na nagsusulong sa karapatan ng mga mandaragat, at tinawag itong “milestone” sa pagbibigay-proteksyon sa mga marino kabilang na ang mga Pilipino sa buong mundo.
Ang UNHRC, ini-adopt ng consensus ng Philippine-initiated at kauna-unahang resolusyon ukol sa karapatan ng mga marino sa isinagawang 56th Session sa Geneva, araw ng Huwebes.
“This milestone resolution by the Human Rights Council advances an advocacy of the Philippines, other foreign governments, relevant international organizations, and stakeholders to protect and promote the well-being of some 1.9 million seafarers, over a quarter of them Filipinos,” ayon kay DFA Secretary Enrique Manalo sa isang kalatas.
Sa resolusyon, ayon kay Manalo, kinikilala ang ‘brave challenging conditions’ ng mga mandaragat sa karagatan na maaaring magbigay panganib sa tinatamasa nilang karapatang-pantao, kaligtasan at kapakanan.
“Seafarers conduct their duties, even at times under dangerous conditions,” anito.
“This resolution affirms that safe and decent living and working conditions at sea is a human rights imperative,“ sinabi pa rin ni Manalo.
Pinuri naman niya ang naging desisyon ng body “to foster a maritime industry where women are safe and their rights respected.”
“As a seafaring nation with a considerable global diaspora, the Philippines will sustain its active engagement in the Council, the United Nations, and all relevant international bodies, to contribute meaningfully to global efforts to set the highest standards to promote and protect the dignity and rights of migrants worldwide,” ayon sa Kalihim.
Ang UN resolution, may pamagat na Promoting and Protecting the Enjoyment of Human Rights by Seafarers “calls upon states parties, the representatives of shipowners and seafarers to enhance the enforcement of the Maritime Labor Convention to ensure safe and decent living and working conditions for all seafarers.”
Hinihikayat nito ang shipping industry stakeholders na igalang ang karapatan ng mga marino kabilang na ang kanilang desisyon kung maglalayag o hindi sa mga mapapanganib na lugar.
Hinikayat din nito ang mga estado na ipagpatuloy ang pagsisikap na alisin ang lahat ng uri ng “forced o compulsory labor” sa shipping industry.
Ang draft resolution ay dumaan sa malawak at inclusive consultations na nagsimula bago at nagpapatuloy habang isinasagawa ang 56th Session of the Human Rights Council.
Kabilang dito ang tatlong informal consultations at briefings sa mga interesadong delegasyon, maging ang panel discussion ng mga pinagsama-samang major stakeholders sa shipping industry gaya ng International Labour Organization (ILO), International Maritime Organization (IMO), International Transport Workers Federation, International Chamber of Shipping at Stella Maris.
