UN special rapporteur magkakasa ng 5-day training sa imbestigasyon ng ‘unlawful deaths’

MANILA, Philippines – Pangungunahan ni UN Special Rapporteur Dr. Morris Tidball-Binz ang five-day technical program sa Minnesota Protocol sa imbestigasyon ng mga potensyal na mga ‘unlawful deaths’, sinabi ng Department of Justice nitong Martes, Hulyo 4.

Ayon kay DOJ spokesperson Atty. Mico Clavano, layon ng pagsasanay na mapalakas ang domestic accountability mechanisms upang tugunan ang human rights violations at pang-aabuso upang mas mapataas ang accountability at justice.

“The Minnesota protocol on the investigation of potentially unlawful deaths which was signed in 2016 is today’s golden standard for the investigation and prevention of potentially unlawful deaths,” sinabi ni Tidball-Binz sa panayam.

“Awareness and effective use and implementation of the Minnesota Protocol is an effective way of ensuring that all cases of potentially unlawful deaths are effectively investigated, including for the prevention of extrajudicial, summary, or arbitrary executions,” dagdag pa niya.

Sinabi ni Clavano na ang training ay gaganapin mula Hulyo 3 hanggang Hulyo 7.

Binubuo ito ng mga eksperto na sina Tidball-Binz, Dr. Stephen Cordner, at Atty. Kingsley Aboot.

Kabilang sa mga lalahok sa training ang senior-level officials mula sa DOJ, Philippine National Police, National Bureau of Investigation, at Commission on Human Rights.

Sa rekord ng pamahalaan, nasa 6,200 drug suspects ang napatay sa kabi-kabilang police operation mula Hunyo 2016 hanggang Nobyembre 2021.

Sa kabila nito, sinabi ng ilang human rights groups na ang actual death toll ay posible pang nasa 12,000 hanggang 30,000.

Nauna nang sinabi ng Human Rights Watch na ayon sa Office of the United Nations High Commissioner for Human Rights (OHCHR), nasa 8,663 ang death toll. RNT/JGC
