Kinuwestiyon ng Makabayan Bloc ang P158.67 Billion Unprogrammed Appropriations (UA) sa ilalim ng 2025 proposed national budget.
Tinuring ng Makabayan Bloc na “Presidential Super Pork” ang UA.
“Kaya natin ngayon tinatawag na Presidential Super Pork itong unprogrammed appropriations kasi sobrang discretionary, kagaya ng confidential funds, ‘yung mga lump sum,” paliwanag ni Kabataan Party List Rep. Raoul Manuel.
Sa depenisyon ng Department of Budget and Management (DBM) ang unprogrammed appropriations ay maaaring magamit sakaling may mga pangangailangan ang bansa, ito ay magiging available lamang kung may dagdag na revenue mula sa revenue collection ng bansa o kung may grants o foreign funds.
“This fund will be released under specific conditions: when there are new revenue collections by the Bureau of the Treasury (BTr), revenue collections in any one of the identified revenue sources exceed targets per Budget of Expenditures and Sources of Financing (BESF), and/or when proceeds from foreign loans approved but not considered in the TEP are received” nauna nang paliwanag ng DBM.
Nangangamba naman si Manuel sa kung paano nagagastos ang UA.
“Itigil na ang paggamit ng unprogrammed appropriations, kasi naba-bastardize ang budget process, lalung napapahina ang power ng legislative branch para sa pagcheck ng proposed budget galing sa executive branch,” ani Manuel.
Gayundin ang posisyon ni Gabriela Partylist Rep. Arlene Brosas, aniya, kung may ganitong pondo ay lumalabas na dalawa ang budget– ang programmed at unprogrammed.
Sinabi ng DBM na walang iregularidad sa alokasyon para sa unprogrammed funds.
Sa 2025 National Expenditure Program, angbunprogrammed appropriations qy P158.6 billion o 2.5 percent ng P6.532 trillion proposed national budget.
Ito ay mababa ng 78.31% kumpara sa 2024 unprogrammed appropriations. Gail Mendoza
