MANILA, Philippines – Sinabi ni Quezon City 5th District Councilor Alfred Vargas sa Department of Public Works and Highways (DPWH) na dapat itong makipag-ugnayan sa local na pamahalaan tuwing gagawa ng flood control projects.
Ginawa ni Vargas ang pahayag matapos malubog sa baha kahapon ang lungsod dahil sa matinding pag-ulan.
Ayon kay Vargas, chairman ng Committee on Disaster Risk Reduction ng Quezon City Council, dapat na maging alert at maging handa ang lahat sa oras ng sakuna.
“But this should also remind the national government, through the DPWH, that it needs to coordinate if not align its flood control projects, including the declogging of drainages on national roads, with the local government,” pahayag ni Vargas.
“We need to immediately institute close, respectful and transparent relationship between local governments and the DPWH,” dagdag pa ni Vargas.
Ayon pa kay Vargas, mas madali sanang humupa ang baha at hindi na sana umabot sa lagpas tao sa ibang lugar kung maayos at consistent ang declogging ng existing drainage system ng Quezon City.
“Tulad ng sinabi ni Mayor Joy Belmonte, hindi kaya ng local government na pondohan ang total cost ng Drainage Masterplan lalo na’t saklaw dito ang national roads na nasa pangangalaga ng DPWH,” pahayag ni Vargas.
“The national government must provide additional funds not only for declogging drainages but for major dredging of our rivers, tributaries and waterways. Kailangan ng lungsod ang tulong na national government,” dagdag ni Vargas.
Bilang chairman ng komite, nangako si Vargas na maghahain ng mga panukala para i-adopt ang QC Drainage Masterplan bilang pangunahing source ng designs ay implementasyon ng flood control projects sa lungsod.
“At panghuli, kailangan ng disiplina sa pagtatapon ng ating basura. Please lang, mga ka-QC! We still have several typhoons expected this year. Must we all suffer needlessly?” pahayag ni Vargas. (Santi Celario)
