VP Sara: Walang findings ng overpriced CCTVs, iregularidad sa COA audit

MANILA, Philippines – Sinabi ni Vice President Sara Duterte na walang nakitang “overpriced” na closed-circuit television (CCTV) units sa report ng Commission on Audit sa kanyang opisina para sa taong 2024.

“Wala pong findings na ganun ang Commission on Audit. Kung nakita ninyo sa statement ng Office of the Vice President, pinublish na yung report ng Commission on Audit at wala silang findings of any wrongdoing sa Office of the Vice President,” ani Duterte sa isang ambush interview sa The Hague nitong Biyernes, Disyembre 5.

Tinukoy ng COA sa financial statements para sa OVP na ang karagdagang pagbili ng opisina noong 2024 ng pitong unit ng CCTV systems ay nagkakahalaga ng P1.48 milyon o nasa P212,000 bawat isa.

Anang OVP, ang mga ito ay para sa mga satellite, extension offices, at Libreng Sakay buses na inirekomenda aniya ng kanyang security team “and part of safeguarding of assets as required by COA.”

“All went through the proper modes of procurement, and there were no COA findings,” sinabi ng OVP.

Tinukoy din ni Duterte ang unqualified opinion ng COA.

“In fact, meron silang binigay na unqualified opinion doon sa opisina ng Office of the Vice President. At kailangan ko pasalamatan doon yung mga kasamahan ko sa Office of the Vice President kasi sila talaga yung — ako lang yung mukha ng opisina pero lahat ng paperwork, lahat ng trabaho sa mga utos ko, lahat ng legwork, trabaho yan ng mga personnel ng Office of the Vice President,” ani Duterte.

Nagpasalamat naman si Duterte sa mga Filipino sa pagkilala sa kanyang trabaho at sa OVP.

“At kahit man, kahit man na bumaba o tumaas yan, na pabago-bago ang numbers, rest assured that the Office of the Vice President will continue to faithfully serve the Filipino people,” dagdag pa nito.

Ayon sa COA, ang unmodified opinion ay isang opinyon na inilalabas kapag sinabi ng COA na ang financial statements ay naihanda sa lahat ng material respects, ayon sa nararapat na financial reporting framework.

“For this purpose, the auditor’s evaluation includes due consideration of quantitative and qualitative materiality established based on the prescribed COA’s audit guidelines.”

Sa kabila nito, ang unmodified o unqualified opinion “does not necessarily mean that there were no misstatements found during the audit nor there were no uncorrected misstatements as at year-end.”

“It is possible that the misstatements found during the audit were already corrected by the audited agency or that the uncorrected misstatements are not material, quantitatively and qualitatively,” sinabi ng COA.

“Moreover, this does not entail that the audited agency fully complies with all the laws, rules, and regulations or that the uses of funds on the agency’s programs, projects, and activities are economical, effective, or efficient,” pagpapatuloy nito. RNT/JGC
