Suspension order vs DavNor guv sumunod sa due process – Palasyo

MANILA, Philippines – Siniguro ng Malacañang nitong Sabado, Abril 13, na sumunod ito sa due process sa ipinag-utos na 60-day preventive suspension laban kay Davao del Norte Governor Edwin Jubahib.

Nagsagawa umano ng masusing assessment ang Office of the President (OP) sa administrative complaint na inihain ni
Board Member (BM) Orly Amit laban kay Jubahib.

Ayon kay Executive Secretary Lucas Bersamin, na pumirma sa suspension order noong Abril 8, ipinag-utos ang suspensyon kay Jubahib “to prevent any undue interference in the conduct of the investigation.”

Naghain si Amit ng reklamo laban kay Jubahib noong Nobyembre 24, 2022 dahil sa grave abuse of authority at oppression na may kinalaman sa barangay elections.

“The OP found that the complaint sufficiently alleged grave abuse of authority and oppression on the part of Gov. Jubahib in connection with the recall of BM Amit’s service vehicle without legal basis,” ani Bersamin.

“Secondly, the preventive suspension of Gov. Jubahib was ordered only after the issues were joined in accordance with Section 63 (a) of Republic Act No. 7160 (Local Government Code) and Sections 1 and 4, Rule 6 of Administrative Order No. 23 series of 1992 (rules and procedures on the investigation of administrative disciplinary cases),” dagdag pa niya.

Sinabi pa ni Bersamin na ang OP “remains committed to ensuring transparency and fairness in all administrative proceeding.”

Nitong Huwebes ay isinilbi na ng Department of the Interior and Local Government (DILG) ang suspension order, ngunit tumanggi si Jubahib na sundin ang direktiba at sinabing ito ay “harassment, injustice and power tripping.” RNT/JGC
