MANILA, Philippines – Plano ng Department of Information and Communications Technology (DICT) na magbigay ng subsidiya sa internet connectivity ng mga estudyante at guro sa mga malalayong lugar sa bansa, sa pamamagitan ng distribusyon ng SIM cards na may libreng data.
Layon nitong matugunan ang digital gap sa mga malalayo at liblib na komunidad.
Nitong Huwebes, Hunyo 26, sinabi ni DICT Undersecretary for Special Concerns Faye Condez-de Sagon na ang ahensya ay mayroong badyet na P3 bilyon para sa rollout ng “Bayanihan SIM” initiative.
Sa ilalim ng programa, target ng DICT na mamahagi ng isang milyong SIM card pagsapit ng 2026 sa mga estudyante, guro at non-teaching staff ng mga paaralan na matatagpuan sa geographically isolated and disadvantaged areas (GIDA).
“We are targeting to distribute about 600,000 SIM cards by the end of the year. The total number of SIM cards that would be distributed are 1,008,000 or about one million SIM cards by next year,” ani Condez-de Sagon.
“The expected number of beneficiaries is roughly five million Filipinos,” dagdag pa ng DICT official.
Aniya, makikinabang ang buong pamilya o tirahan sa isang SIM card.
Ang bawat SIM card ay kakargahan ng 25 gigabytes (GB) ng data buwan-buwan sa loob ng isang taon.
“Automatic renewal every month from the time na ma-activate… 12 months bayad na ang subscription,” sinabi ni Condez-de Sagon.
“Technically pinrocure natin ang mga SIM card sa mga telcos, ang benta po nila sa atin is mas mura sa market price. Ang isang SIM card na may 25GB is approximately P300, nabenta po nila sa atin nang P250,” dagdag pa niya.
Bukod sa SIM card na may subsidized monthly data load, nangako rin ang telecommunication companies na magtatayo ng isang daang common towers sa Geographically Isolated and Disadvantaged Areas (GIDA) sites kung saan ipapamahagi ang mga SIM.
Itatalaga sa Department of Education (DepEd) at Department of the Interior and Local Government (DILG) sa pagtukoy ng beneficiary-schools at GIDA areas para sa distribusyon ng mga libreng SIM card.
“For a following year, (so it may) continue, the government will have a budget again provided that rollout plan and the project is successful,” aniya.
Para naman kay DICT Secretary Henry Aguda, ang mobile internet connectivity “would not be forever.”
“Assumption is once they are connected… e-commerce will come in… After two years, when the economic activity in the place booms their internet connectivity would be self-sustaining. We’re just starting them off with connectivity,” sinabi ni Aguda.
Ang “Bayanihan SIM” program ay opisyal na inilunsad sa Kalawakan Elementary School sa Doña Remedios Trinidad, Bulacan—isang identified GIDA site.
Sa mga susundo na araw, ilulunsad din ng DICT ang proyekto sa Bani National High School Coto Annex, Masinloc, Zambales at San Nicolas Integrated School, General Luna, Quezon.
Nasa 1,500 SIM cards ang ipamamahagi ng ahensya sa mga piling paaralan para sa initial rollout ng programa.
“Guided by the directive of President Ferdinand Marcos Jr. to ensure that no Filipino is left offline, this initiative goes beyond simply distributing SIM cards, it is a bold step toward closing the digital divide for millions of our countrymen,” ani Aguda.
Ang inisyatibo ay pasok sa Republic Act 10929, o Free Internet Access in Public Places Act, at layong i-promote ang digital inclusion sa pagbibigay-pagkakataon sa pagkatuto, kabuhayan, at access sa mahahalagang serbisyo ng pamahalaan sa mga malalayong komunidad. RNT/JGC
