2025 National Expenditure Program oks kay PBBM

MANILA, Philippines- Inaprubahan ni Pangulong Ferdinand R. Marcos Jr., araw ng Martes, ang panukalang Fiscal Year 2025 National Expenditure Program (NEP) na susuporta sa mahahalagang haligi ng Philippine Development Plan 2023-2028 ng administrasyon.

Base sa direktiba at policy guidance ni Pangulong Marcos, prayoridad ng gobyerno ang food security, social protection, healthcare, pabahay, disaster resilience, imprastraktura, digital connectivity, at energization.

“You see a really good thing,” ang sinabi ni Pangulong Marcos sa Cabinet meeting sa Palasyo ng Malakanyang kung saan iprinisenta ni Department of Budget and Management (DBM) Secretary Amenah Pangandaman ang panukalang national budget para sa 2025.

Ang panukalang national budget para sa fiscal year (FY) 2025 ay umabot sa P6.352 trilyon.

“Since I’ve seen it before on the macro level, I think the priorities in terms of our proposed appropriations, upon addressing it, weighted our priorities properly in terms of appropriations,” ayon sa Pangulo.

Sa ilalim ng inaprubahang NEP, “the agencies getting the lion’s share of government appropriations include education (DepEd, SUCs, CHED, TESDA), public works (DPWH), health (includes PhilHealth), interior and local government (DILG), and defense (DND).”

Kabilang din sa top priorities ng gobyerno ang social welfare, (DSWD), agriculture (DA) at attached corporations; Department of Agrarian Reform (DAR); Department of Transportation (DOTr), ang judiciary, at justice.

Pagdating sa expense class, ang makakukuha ng malaking tipak ay ang maintenance at iba pang operating expenses, susundan naman ng personnel services, capital outlays, at financial expenses.

Kabilang sa mga dahilan na kinokonsidera ng pamahalaan sa pagsusuri sa fiscal year 2025 budget proposals ay ang availability ng fiscal space, implementasyon at kahandaan ng Program/Activity/Projects (PAPs), absorptive capacity ng ahensya, alignment sa Budget Priorities Framework at PDP 2023-2028.

Kinokonsidera rin bilang mga pangunahing dahilan ang Public Investment Program (PIP), Three-Year Infrastructure Program (TRIP), Information Systems Strategic Plan (ISSP), at Program Convergence.

Ang Pillar 1 ng PDP 2023-2028 ay kinasasangkutan ng “development and protection” ng kakayahan ng mga indibiduwal at mga pamilya.

“It also involves the promotion of human and social development, reducing vulnerabilities and protecting people’s purchasing power, as well as increasing their income-earning ability,” ayon sa ulat.

Sa ilalim naman ng plano na Pillar 2, layon ng gobyerno na i-transform ang produksyon ng mga sektor ng bansa para makalikha ng mas de-kalidad na hanapbuhay at competitive products. Kabilang na rito ang gawing modernisado ang agrikultura at agri-business, muling pasiglahin ang industriya at serbisyo.

Sa kabilang dako, ang Pillar 3 ay nakatuon sa paglikha ng kaaya-ayang bureaucratic environment. Kinasasangkutan ito ng “practicing good governance and improving bureaucratic efficiency, ensuring macroeconomic stability and expanding inclusive and innovative finance, ensuring peace and security, at enhancing administration of justice.”
