Manila, Philippines – Sunod-sunod na naipasa sa plenaryo ng Malaking Kapulungan ng Kongreso ang mga panukalang badyet para sa 2026 ng Office of the President (OP), Department of Agriculture (DA), Department of Trade and Industry (DTI), at ilang iba pang ahensya ng pamahalaan matapos ang kani-kanilang deliberasyon.
Lusot na ang P27.6-bilyong pondo ng Office of the President matapos ang halos dalawang oras na talakayan. Pangunahing inusisa ng Progressive Bloc sa Kamara ang paggamit ng Intelligence at Confidential Funds, ang abot-kayang presyo ng bigas, unprogrammed funds, at ang pondo para sa National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).
Iginiit ni Gabriela Partylist Rep. Sarah Elago ang pagbuwag sa intelligence at confidential funds at ang paglilipat nito sa mga ahensyang mas nangangailangan gaya ng Commission on Human Rights.
Ayon kay Bataan Rep. Albert Garcia, sponsor ng OP budget, may ibang anyo ang paggamit at pag-audit ng confidential at intelligence funds na dumadaan sa Commission on Audit at regular na nirereport sa Office of the Speaker at Senate President. Binigyang-diin niya na wala pang audit observation memo kaugnay ng paggamit ng OP sa mga pondong ito.
Samantala, binanggit ni ACT Teachers Partylist Rep. Antonio Tinio na ang unprogrammed funds ay umabot sa P807 bilyon noong 2023, P731 bilyon noong 2024 at P363 bilyon para sa 2025, na ang ilan ay na-veto ni Pangulong Ferdinand Marcos Jr. Sa pondong ito, P61.4 bilyon ang inilaan sa Department of Public Works and Highways (DPWH) para sa mahigit 3,700 proyekto kabilang ang flood control, kalsada, tulay at mga multi-purpose hall sa iba’t ibang lugar.
Naipasa rin sa plenaryo ang 2026 budget ng Presidential Management Staff.
Bukod dito, tinapos na rin ng Kamara ang deliberasyon sa P176.7-bilyong pondo ng Department of Agriculture na nadagdagan pa ng P39.4 bilyon mula sa Budget Amendment Review Subcommittee (BARSc). Ayon kay Pampanga Rep. Anna York Bondoc, sponsor ng DA budget, gagastusin ito para sa pagpapatayo ng farm-to-market roads, cold storage facilities, solar-powered irrigation, crop insurance, coconut planting program, at farm-to-mill roads para sa sugar producers.
Suportado rin ng dagdag na pondo ang mga post-harvest facilities, transport equipment, fish ports, at soil health initiatives—bilang patunay ng matibay na commitment ng pamahalaan sa food security at suporta sa mga magsasaka at mangingisda.
Naipasa rin ang P12.08-bilyong budget ng Department of Trade and Industry (DTI) na ipinagtanggol ni Quezon Rep. Keith Micah Tan. Sa kabuuang pondo, P6.98 bilyon ang para sa Office of the Secretary, P2.63 bilyon sa limang attached agencies kabilang ang Board of Investments, Construction Industry Authority, Cooperative Development Authority, Design Center of the Philippines, at Philippine Trade Training Center. Mahigit P2.47 bilyon naman ang para sa walong government corporations gaya ng Small Business Corporation, Center for International Trade Expositions and Missions, at Aurora Pacific Economic Zone and Freeport Authority.
Samantala, nailusot din ni Isabela Rep. Joseph Tan ang P45.07-bilyong budget ng National Irrigation Administration (NIA) na ilalaan para sa irigasyon, rural development at food production.
