22 panukalang batas, pipirmahan na lang ni PBBM – Zubiri

MANILA, Philippines – Nasa kabuuang 22 panukalang batas ang naghihintay na lamang ng pirma ni Pangulong Ferdinand Marcos Jr. matapos na maipasa ng Senado at Kamara, sinabi ni Senate President Juan Miguel Zubiri nitong Miyerkules, Hunyo 1.

Ito ay kasunod ng pagtatapos ng unang regular na sesyon ng 19th Congress.

“Your Senate has approved a total of six measures enacted into law — four of national application, and two local laws,” sinabi ni Zubiri sa plenaryo.

“Twenty-two bills are also now for the President’s signature — seven of them national, 15 local. Three national bills are pending, the bicameral conference committee report and six more national bills have been approved on 3rd reading,” dagdag pa niya.

Iniulat din ni Zubiri na walo sa priority measures ng administrasyong Marcos ay nakalusot na sa Senado.

Sa mga ito, tatlo na ang naisabatas – ang SIM Card Registration Act, pagpapaliban sa
December 2022 Barangay and Sangguniang Kabataan Elections, at fixed term ng mga opisyal ng Armed Forces of the Philippines (AFP).

Sinabi rin niya na apat pang priority bills ng pamahalaan ang nalalapit na ring maisabatas, ito ay ang Maharlika Investment Fund, hakbang na maglulusot sa mga hindi bayad na amortization at interes ng loan sa agrarian reform beneficiaries, proposed Regional Specialty Centers Act at extension ng estate tax amnesty bill.

“I’m proud that every member of the Senate have done their part in honoring our pledge to the people. We show up, we step up, speak out every session day to the role is called,” ani Zubiri.

Pinasalamatan naman ni Speaker Martin Romualdez ang mga kasamahan nito sa pagpasa 33 sa 42 priority bills ng Marcos administration.

“When I assumed the post as your Speaker, I invited each one of you to support and join me in fulfilling the aspirations of the Filipino people. For readily heeding this call, I express my sincerest gratitude to everyone,” ani Romualdez.

“Maraming salamat sa inyong lahat sa sipag na ipinakita ninyo at sa malasakit sa ating mamamayan. Needless to say, our first regular session has been both eventful and productive,” dagdag pa niya.

Ilan pa sa priority bills na naipasa ng Kamara ay ang mga sumusunod:

1. Maharlika Investment Fund bill
2. Bureau of Immigration (BI) Modernization
3. Philippine Salt Industry Development
4. Magna Carta of Seafarers
5. E-Governance Act / E Government Act
6. Creation of Negros Island Region
7. Establishing Virology Institute of the Philippines
8. Passive Income and Financial Intermediary Taxation bill
9. Creation of National Disease Prevention Management Authority or Center for Disease Control and Prevention
10. Creation of Medical Reserve Corps
11. Philippine Passport bill
12. Internet Transaction Act / E Commerce Law
13. Waste-to-Energy bill
14. Free Legal Assistance for Police and Soldiers bill
15. Apprenticeship Act
16. Build-Operate-Transfer (BOT) bill
17. Magna Carta of Barangay Health Workers
18. Valuation Reform
19. Eastern Visayas Development Authority
20. Leyte Ecological Industrial Zone
21. Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery
22. National Citizens Service Training Program
23. National Government Rightsizing, among others.

Naghihintay na lamang ng approval sa ikatlo at huling pagbasa ng Kamara ang ilan sa mga priority bills:

Natural Gas Industry Enabling bill, National Employment Action Plan, Philippine Ecosystem bill, Natural Capital Accounting System bill, panukalang bubuo sa Department of Water Services and Resources, pag-amyenda sa Electric Power Industry Act and Anti-Agricultural Smuggling Act, Budget Modernization bill, National Defense bill at Unified System of Separation, Retirement and Pension for Uniformed Personnel.

Matapos ang speech ni Romualdez, nagpaabot ng video message si Marcos at tinawag ang House members na “partners in good governance.”

“I thank you for the hard work you put in. I look forward to seeing more of these outcomes from the Lower House,” dagdag pa ni Marcos. RNT/JGC
