MANILA, Philippines – Pumirma ang 22 senador sa isang resolusyon na humihimok sa pamahalaan na pansamantalang suspendihin ang implementasyon ng Public Utility Vehicle Modernization Program (PUVMP), o tinatawag ngayon bilang Public Transport Modernization Program (PTMP).
Lahat ng mga senador maliban kay Risa Hontiveros ang pumirma at nag-akda ng panukalang Senate Resolution 1096.
Hindi pa ipinaliwanag ni Hontiveros kung bakit hindi siya pumirma sa naturang hakbang.
Sa PSR 1096, sinabi ng mga senador na dapat ay pansamantalang suspendihin ang programa “pending the resolution of valid and urgent concerns raised by affected drivers, groups, unions, and transport cooperatives with the end in view [of] ensuring a more efficient and inclusive implementation of the PTMP.”
Tinukoy din ng mga senador sa konsiderasyon ang mga pangamba ng ilang transport groups na “due to the continuing deficiencies of the PTMP which are yet to be addressed by the [Department of Transportation.”
“While PTMP is integral to the traffic management solution, there is an urgent need to thoroughly review and reassess the impact of the program, to alleviate the fears of the drivers and transport operators who will be directly burdened by its implementation,” saad pa sa resolusyon.
“While the intent of the PTMP is laudable, continuing with the program withouth threshing out these concerns would go against the constitutional directive of promoting social justice in all phases of national development,” dagdag pa.
Para sa mayorya ng mga senador, kailangan pa ng mas maraming konsiderasyon at klaripikasyon mula DOTR upang matugunan ang mga suliranin na maaaring kaharapin ng apektadong sektor, lalo na ang mga drayber.
Kabilang sa mga isyung binanggit ng mga senador ay ang mataas na bilang ng unconsolidated PUV units na maituturong dahil sa kulang na information drive ng pamahalaan para turuan ang mga drayber, operator at transport groups tungkol sa programa, at mataas na halaga ng mga modern PUVs, na lampas na sa kakayanan ng mga drayber at operator.
Matatandaan na nagtapos ang consolidation ng mga PUV noong Abril 30.
Ayon sa mga senador, nasa 36,217 units o nasa 19% ng jeepneys at iba pang PUVs ang hindi pa nakakapag-consolidate at ang bilang ay maaari pang tumaas dahil may mga drayber at operator na naghain ng petisyon na bawiin ang kanilang membership dahil sa mismanagement ng kani-kanilang transport cooperatives.
“Those who did not participate in the consolidation are now considered as colorum or operating illegaly and run the risk of being fined and their vehicles impounded should the drivers continue to ply their routes,” sinabi pa sa resolusyon.
“These small stakeholders, particularly the drivers, who remain unconsolidated, are effectively forced out of their livelihoods with most of them expressing that the only skill they have is driving,” dagdag ng mga senador.
Isa pa umano sa “alarming” concern na ipinunto ng mga senador ay ang pag-phaseout sa iconic jeepney design “in favor of the so-called modern jeepneys which are merely mini-buses imported from other countries.”
Ang resolusyon ay kasunod ng panukala ni Senate President Francis “Chiz” Escudero sa pagdinig ng Senado sa implementasyon ng PUVMP sa pagsasabing dapat suspendihin ang programa hangga’t hindi pa nasasagot ang lahat ng mga tanong at problema sa programa.
Ani Escudero, maaaring dinggin ni Pangulong Ferdinand Marcos Jr. ang panawagang suspendihin ang PUVMP katulad ng pagtugon niya sa rekomendasyon ng pagbabawal sa Philippine Offshore Gaming Operators (POGO).
Ang PUVMP na nagsimula noong 2017 ay layong palitan ang mga jeepney ng mga sasakyang mayroong Euro 4-compliant engine upang mabawasan ang polusyon at palitan ang mga PUV na hindi na roadworthy sa standards ng Land Transportation Office.
Sa programa, obligado ang mga jeepney driver at operator na lumahok o bumuo ng kooperatiba. Maaari silang mag-apply ng bagong prangkisa ngunit bilang bahagi ng transport cooperatives. RNT/JGC
