ORIENTAL MINDORO, Philippines – Isang kumpanyang nakabase sa Australia ay nagsabi na ang independent audit nito ay nagkumpirma sa pagkakaroon ng anim na flood control projects sa Oriental Mindoro, ngunit itinuro na ang ilang lugar ay para lamang sa reporma.
“After going to the project sites, we confirm that the six projects are real, on-site, and in various stages of completion. They have been audited and found not guilty,” saad ni Annabelle Tungol, master environment auditor at licensed chemical engineer ng Artea Green Ventures.
Inilalarawan ng isang government website ng Australia ang Artea Green Ventures bilang “environmental consultancy delivering compliance auditing, independent audit, ESG advisory, and sustainable infrastructure solutions across Australia and Philippines,” na kasosyo ang “Movementsoft Inc, a trusted ICT provider currently serving the Department of Public Works and Highways (DPWH)” para sa trabaho nito sa Pilipinas.
Si Tungol at apat pang ibang auditors ang nag inspeksyon sa anim na dike at esplanades na umano’y mga ‘ghost’ project sa Naujan.
“I’m looking at the issues from an Australian safety management point of view. There are some issues to do with worker protective equipment, exclusion zones, and some design features where perhaps slightly different techniques would enjoy the expectation of this project would last much longer,” saad ni Collin McPherson, auditor mula sa Australian-based JCM Solutions.
Ang ulat ng pag-audit ay nagsasaad na ang proyekto sa pangkalahatan ay sumusunod sa mga pamantayan ng disenyo, kung saan naroroon ang proteksyon sa pagguho at mga poste ng ilaw na pinapagana ng solar.
Mayroon ding aktibong pangangasiwa at mga konsultasyon sa komunidad, ipinakita ang ulat ng pag-audit.
Gayunpaman, itinuro ng independent audit ang mga naisalokal na isyu tulad ng mga nakalantad na rebar, mga bitak sa kongkreto, at hindi magandang pagtatapon ng basura, na karamihan ay nakatali sa isang kontratista na hindi pinangalanan.
“While ghost project allegations were proven false, systemic reforms are still needed to ensure the long-term integrity of flood control infrastructure,” ayon sa ulat.
Inirerekomenda din nito na ipatupad ang mas mahigpit na pagsusuri ng kontratista, mandatoryong pagsasanay sa kaligtasan para sa mga manggagawa sa site, at regular na independent audit upang palakasin ang transparency at tiwala ng publiko.
Nauna nang sinabi ng DPWH na mahaharap sa kasong kriminal ang mga opisyal at contractor na umano’y sangkot sa maanomalyang food control projects sa Oriental Mindoro.
Kasama sa mga kumpanya ng konstruksiyon ang Sunwest Inc., St. Timothy Construction Corporation and Elite General Contractor, at Development Corporation.
Ininspeksyon ni DPWH Secretary Vince Dizon ang mga maanomalyang proyekto sa lalawigan, ngunit nabigong mahanap ang hindi bababa sa tatlong proyektong nakalista sa 2024 national budget.
Noong Huwebes, nagsampa ng graft complaint ang DPWH sa Office of the Ombudsman laban sa 20 opisyal ng ahensya at apat na contractor dahil sa maanomalyang flood control projects. RNT/MND
