MANILA, Philippines – NANAWAGAN ang iba’t ibang media group sa bansa kay Pangulong Ferdinand Marcos Jr., na gumawa ng kaukulang hakbang para suportahan ang ‘critical press’ na itinuring nitong “best serves national interest.”
Sa nakatakdang paghahayag ng Pangulo ng kanyang pangatlong Ulat Sa Bayan, ngayong araw ng Lunes, Hulyo 22, 2024, hinikayat ng mga convenor ng 1st Philippine Media Safety Summit si Pangulong Marcos na iprayoridad ang legislative measures na magde- decriminalize sa libel at magpapatibay sa ‘freedom of Information Law.’
“The President himself said it in April: ‘The principal role of the press is not to applaud those who govern, but you hold us accountable, without holding back in giving praise to those who deserve it. Along with that stance is our collective goal of protecting the welfare and lives of journalists,’” ayon sa mga convenor.
“Now is the time for Mr. Marcos to keep his promise and include efforts to ensure a ‘truly free and safe environment for all journalists’ in his SONA legislative priority,” dagdag na pahayag pa ng grupo.
Hiniling din ng mga convenor kay Pangulong Marcos na magkaroon ng malinaw na posisyon na tapusin na ang red-tagging na ginagamit para targetin ang mga mamamahayag, matapos na magpalabas ang Korte Suprema ng isang landmark ruling noong Mayo na nagdedeklara ng red-tagging bilang banta sa buhay, kalayaan at seguridad ng mga tao.
“Red-tagging, vilification, labelling, and guilt by association threaten a person’s right to life, liberty, or security, which may justify the issuance of a writ of amparo,” ayon sa Mataas na Hukuman.
Itinutulak din ng grupo ang pag-alis ng probisyon sa Comprehensive Dangerous Drugs Act of 2022 kung saan isinama ang mga mamamahayag bilang posibleng testigo sa mga drug case.
“For as long as this provision is not removed, journalists are at risk of being cited for contempt or subjected to arrest warrants for not showing up in courts as witnesses in drug cases,” ayon sa grupo.
Si Pangulong Marcos, sa isinagawang forum na hinost ng Foreign Correspondents Association of the Philippines (FOCAP) noong Abril, binigyang din na ang “national interest is better served by a press that is critical rather than a press that is cooperative.”
May ilang batas ang inihain sa Kongreso na ang hangarin ay ‘decriminalize libel, which has been weaponized against journalists and used as a tool to shield public officials against criticisms and defamatory utterances.’
Habang ang dating administrasyon, nagpalabas ng executive order ukol sa FOI, saklaw lamang ng batas ang mga departamento at tanggapan sa ilalim ng Executive Branch.
Sinabi ng grupo na ang isinabatas na FOI, na suportado ng iba’t ibang business organizations at chambers of commerce, ay magpopromote ng transparency sa government transactions kahit sino pa ang nakaupo sa Malakanyang. Kris Jose
