MANILA, Philippines- Lumabas sa kamakailang pag-aaral ng Council for Climate and Conflict Action Asia (CCAA) na dumarami ang insidente ng karahasan sa Mindanao mula 2021, na maaaring makaapekto sa darating na eleksyon.
Sa Conflict Alert Triennial 2021-2023 Report nito, nagbabala ang CCAA na maaari itong makaapekto sa kapayapaan at seguridad sa rehiyon sa darating na 2025 May elections at sa Bangsamoro parliamentary polls.
Batay sa pag-aaral, kabilang sa mga salik sa pag-igting ng karahasan ang pagkalat ng ilegal na droga at ilegal na armas sa shadow economy.
Nakaaapekto rin umano sa peace situation sa rehiyon ang identity-related violence, kabilang ang clan feuding sa land at political office, extremist violence, maging marahas na political contestation.
“The main causes of deaths between the years 2011-2023 were identity conflicts,” pahayag ni CCAA Trustee Nikki del Rosario.
“We classify identity conflict, usually the incident is combined with violent extremism…Kaya mataas ‘yung incidents of deaths because the manifestations of identity conflict are clan feuding, violent extremism, non-Moro Indigenous People-related (NMIP) conflicts,” ani del Rosario.
“Usually identity conflicts are combined with other causes. In most cases, it’s political combined with shadow economies,” dagdag niya.
Samantala, makikita sa pag-aaral na natukoy ang karamihan sa violent incidents sa mga lugar sa ilalim ng Bangsamoro government, partikular sa Lanao del Sur at Maguindanao provinces.
“We’re receiving data of people getting killed and the numbers were increasing and were only halfway of 2024. Our numbers are reaching nearly the incidents of the entire 2023. You still have 2025 elections,” ani Lara.
Upang ibsan ang karahasan, sinabi sa pagsasaliksik na dapat magkaroon ng “all hands-on-deck” approach para sa 2025 elections.
Sa pagsasagawa ng pag-aaral gumamit ang CCAA ng police at media reports upang makakalap ng violent conflict data sa limang lalawigan sa Bangsamoro region. Bumuo rin ito ng multi-stakeholder Validation Group, kinabibilangan ng mga miyembro mula sa iba’t ibang backgrounds, na may local knowledge sa violent conflict sa mga lugar na saklaw ng conflict alert.
