MANILA, Philippines – Sinibak na ng Bureau of Customs (BOC) ang siyam na tauhan nito na nauugnay sa napaulat na insidente ng pangingikil sa Ninoy Aquino International Airport (NAIA) Terminal 3 kasabay ng pagpapatupad ng 24-hour complaint reporting policy para matiyak ang agarang aksyon sa maling pag-uugali ng kanilang mga tauhan.
Nabatid sa BOC na ang nasabing insidente ng pangingikil na naganap noong Hunyo 2025 ay kasalukuyang iniimbestigahan ng Internal Inquiry Division ng Customs Intelligence and Investigation Service (CIIS). Ang mga sangkot na tauhan ay tinanggal sa kanilang mga puwesto habang hinihintay ang resulta ng pagsisiyasat.
“We take these matters seriously and there will be no leniency for personnel who abuse their position. Any form of misconduct will be met with immediate and appropriate action,” ani BOC Commissioner Ariel Nepomuceno.
Upang higit na ma-institutionalize ang disiplina at transparency, nagalabas ang BOC ng isang memorandum na may petsang July 24, 2025 na nag-uutos sa lahat ng Deputy Commissioners, District Collectors, District Commanders, Port Supervisors, Examiners, at concerned personnel na mag-ulat ng pormal na nakasulat na mga reklamong inihain laban sa BOC personnel sa Office of the Commissioner sa loob ng dalawampu’t apat (24) na oras. Ang bawat ulat ay dapat magsama ng kaukulang Spot o Incident Reports at anumang nauugnay na sumusuportang dokumento o ebidensya.
“The directive further provides that offices with jurisdiction over the personnel involved may be instructed to submit initial findings and recommendations within forty-eight (48) hours of the complaint’s filing. These may include proposals for preventive suspension or relief orders, as deemed necessary by the Commissioner. The directive also states that the Commissioner may act moto proprio as necessary to safeguard the integrity of internal processes,” saad sa nasabing memorandum.
Ang pagkabigong sumunod sa iniaatas sa pag-uulat ay maaaring magresulta sa pagpapalagay ng Neglect of Duty o iba pang mga paglabag sa administratibo sa ilalim ng Revised Rules on Administrative Cases in the Civil Service at dapat harapin nang naaayon.
Sa ilalim ng kasalukuyang pamumuno, patuloy na palalakasin ng BOC ang internal controls at ituloy ang pangmatagalang reporma sa institusyon sa paglilingkod sa mamamayang Pilipino. Jay Reyes
