Manila, Philippines – Nakatakdang kwestyunin ni Davao Rep. Isidro Ungab ang aniya’y mga kakaibang pagbabago sa 2025 Budget’s Automatic Appropriations.
Ani Ungab nais niyang mabatid ang constitutional implications ng pagbabagong ginawa ng Bicameral Committee sa Alterations to Special Accounts in the General Fund (SAGF) at Use of Income in the General Fund (UIGF) na parehong nakapaloob sa 2025 General Appropriations Act.
“In my 15 years serving in Congress, this marks the first time that items under Automatic Appropriations have been amended by a bicameral conference committee. These unprecedented changes raise serious constitutional questions and have profound implications for government operations and the welfare of every Filipino,” ani Ungab.

Si Ungab ay naging chairman ng House Committee on Appropriations noong 16th at 18th Congress at chairperson ng Committee on Ways and Means noong 15th Congress.
Nauna ng kinuwestyon ni Navotas Rep. Toby Tiangco ang pagkakaroon ng “small committee” na siyang nagsasagawa diumano ng amendments sa budget deliberations sa halip na ito ay gawin sa plenaryo at bukas sa publiko.
“Hindi naman lahat ng amendment masama. Meron talagang mga amendment na kailangan para mapabuti ang batas. Ang problema, ang budget insertion ay isang anyo ng amendment, at nangyayari ang budget insertions sa Small Committee. Kaya kung walang tinatago, anong ikinatatakot nilang pag-usapan ito nang hayagan sa open session? Ang matatakot lang sa public discussion ng individual amendments ay yung may itinatago. Kung maganda ang intensyon, bakit ayaw nilang gawin din ito sa harap ng taumbayan sa Plenary Session?,” giit pa ni Tiangco. (Meliza Maluntag)
