MANILA, Philippines – Hinimok ng Department of Transportation (DOTr) ang mga motorista na sumunod sa mga batas trapiko matapos ipahayag na nakapaglabas na ito ng mahigit 2,000 show cause order at nakabawi ng 420 driver’s license sa nakalipas na anim na buwan.
Sa press briefing nitong Martes, sinabi ni Transportation Secretary Vince Dizon na ito ang pinakamataas na bilang ng mga driver’s license na sinuspinde sa kasaysayan ng DOTr at Land Transportation Office (LTO).
“What the government is asking for is simple: Follow the law,” ani Dizon. “Why are we doing this? Because we are protecting the safety of our citizens on the road. Motorists, pedestrians [and] commuters.”
“If you don’t follow the law, the government can easily revoke your license, either temporarily, or in the case of extreme violations, forever,” babala niya.
Ayon kay LTO chief Assistant Secretary Vigor Mendoza II, umabot sa kabuuang 1,100 show cause order ang nailabas noong nakaraang taon, na karamihan ay nauwi sa suspensiyon o pagbawi ng driver’s license.
“[For 2025], we already broke 2,000 in just half a year. I think we might reach 5,000 with the rate we’re going,” ani Mendoza.
“What’s the bottom line to all of this? It’s really, just like what the President and Secretary Vince have said, the [lack of] discipline on the road. There’s no sense to our traffic rules if we continue to lack discipline,” dagdag niya.
Binanggit din ni Dizon ang paggamit ng mga “fixer” bilang isa sa mga salik na humahantong sa mataas na bilang ng mga paglabag sa trapiko, ipinaliwanag na ang ilang mga indibidwal ay maaaring lampasan ang mga kinakailangang pagsusulit para sa mga driver sa pamamagitan lamang ng pagbabayad upang makakuha ng kanilang lisensya.
“[P]art of what needs to be fixed [is] the system of getting a driver’s license. It should not be too easy. The problem is, just like what the President said, we need to make it easier, but we should also be strict,” ani Dizon.
“Because of the problem in the system, you can just go to a fixer [and] pay P5,000. No need for an exam or practical,” dagdag niya.
Sinabi ni Dizon na nag-set up na ang DOTr ng online portal para sa renewal ng driver’s license para labanan ang paggamit ng mga fixer.
Inilunsad noong Hulyo, ang Online Driver’s License Renewal System na nagpapahintulot sa mga motorista na mag-renew ng kanilang mga lisensya sa pamamagitan ng eGovPH app ng gobyerno nang hindi na kailangang pumunta sa opisina ng LTO, at maging biktima ng mga fixer.
Bukod sa pagtugon sa mga fixer, sinabi ni Dizon na kailangan ding palakasin ng gobyerno ang pagpapatupad ng batas para matuto ang mga motorista na sumunod sa mga patakaran sa trapiko.
“Our problem in our country, usually, is not that we lack laws or regulations. We lack enforcement. That’s why [erring drivers] are brave… because before, [laws] were not enforced, there were no consequences. All it takes is a bribe, connections, payments, but now, it’s no longer like that,” saad ni Dizon.
“I think once our citizens understand that there are consequences in violating the law, slowly we will all become disciplined,” dagdag niya.
Dahil sa mataas na bilang ng mga paglabag sa trapiko, sinabi ni Dizon na kasalukuyang pinag-aaralan ng DOTr kung dapat bang taasan ng ahensya ang parusa sa mga maling driver. Tinitingnan din nito ang paglalathala ng listahan ng mga pangalan ng mga tsuper na lumabag sa mga patakaran sa trapiko bawat linggo bukod pa sa pagsasampa ng mga kaso at pagpapataw ng multa.
“We have a plan to publish a list every week, we would probably call it ‘Wag Niyong Tularan’ (Do not imitate) list [that includes] names of drivers… We are studying it now so they will learn. If they are not afraid of charges, of fines, maybe with this they will be ashamed. We are studying it now and I am serious about it,” aniya. RNT/MND
