MANILA, Philippines – Siniguro ng Department of Justice (DOJ) na hindi makakaapekto ang “tell-all” video message ni dating Ako Bicol party-list Representative Zaldy Co sa timeline ng imbestigasyon sa mga iregularidad sa flood control projects ng pamahalaan.
“With respect to that video, specifically, nothing changes; by that I mean we will proceed in accordance with the rules. We have 60 days to terminate and accomplish the preliminary investigation from today,” sinabi ni DOJ spokesperson Polo Martinez sa panayam nitong Biyernes, Nobyembre 14.
Matatandaan na sa unang video na inilabas ni Co, itinuro nito si Pangulong Ferdinand Marcos Jr. at dating Speaker Martin Romualdez na nasa likod ng insertion na P100 bilyong halaga ng mga proyekto
sa 2025 national budget sa bicameral conference.
Sa ikalawang video na inilabas naman araw ng Sabado, Nobyembre 15, sinabi ni Co na siya, kasama ang kanyang staff at mga security guard ay personal na naghahatid ng mga maleta ng cash sa Pangulo at kay Romualdez.
Ayon kay Martinez, “Zaldy Co’s statements will have to undergo the routine evidentiary procedures with the DOJ before they can be considered and held admissible.”
“If the statements are intended to form part of criminal charges, they have to be attached to a criminal complaint. If the video is intended to form part of already existing evidence in the pending proceedings, it will have to be filed and then authenticated in accordance with the rules on evidence,” dagdag pa ng DOJ spokesperson.
Nagsasagawa ng preliminary investigation ang DOJ sa unang batch ng limang ghost flood control projects sa Bulacan.
Ani Martinez, ang mga respondent ay mayroong 10 araw mula Nobyembre 14 para maghain ng kanilang counter-affidavits.
Naunang ini-refer ng kagawaran ang rekomendasyon nitong maghain ng reklamong graft, malversation, perjury, at falsification of public documents laban sa mga opisyal ng Department of Public Works and Highways Bulacan First District Engineering Office at ilang mga contractor sa Office of the Ombudsman.
Kalaunan ay ibinalik ni Ombudsman Jesus Crispin Remulla ang rekomendasyon laban sa mga respondent at itinalaga ang DOJ para magsagawa ng preliminary investigation at magsampa ng mga kaso. RNT/JGC
