MANILA, Philippines – Dapat tingnan o ituring na pagnanakaw ang pagkakaroon ng “allocables” sa national budget, lalo pa’t ito ay dahil sa inaasahang kickback para sa mga proponent nito, ayon kay Senate President Pro Tempore Panfilo Lacson nitong Sabado, Enero 18.
Sa panayam, sinabi ni Lacson na ang sinumang opisyal ng pamahalaan na magpasa ng “wish list” sa mga proyekto sa umano’y pagsubok na makakuha ng komisyon o kickback mula sa “allocable” funds ay katumbas ng pagnanakaw sa bansa.
“For a congressman or senator to dip fingers into the NEP, that can be likened to attempted robbery if the intention for the allocables is to get commissions,” ani Lacson.
“Legislators have no say in the listing of projects in the NEP. The work of Congress is to introduce amendments to the NEP after it is submitted,” dagdag pa ni Lacson.
Ang pahayag ng senador ay kasabay ng nakatakdang pagbubukas ng pagdinig ng Senate Blue Ribbon Committee, sa “Cabral files” bukas, Enero 19.
Sa kabila ng pahayag, nilinaw ni Lacson na bagamat walang problema sa mga mambabatas para humiling ng pondo para sa mga proyekto, ang mga request na ito ay dapat gawin na habang inihahanda pa lamang ang National Expenditure Program (NEP).
“If you submit a ‘wish list’ or allocables even if you have no assurance that these will be included in the final version of the General Appropriations Act, and if your motive is to collect commissions, then it may be likened to attempted, or at the very least, planned robbery,” ani Lacson.
