MANILA, Philippines – Naghain si Majority Leader at Ilocos Norte Rep. Ferdinand Alexander “Sandro” Marcos III ng panukalang batas na magpapatupad ng “no work, no pay” scheme para sa mga miyembro ng Kongreso.
Ang House Bill No. 7432 o No Work, No Pay for Members of Congress Act ay inirefer noong Lunes sa Committee on Appropriations.
Layunin nitong bayaran lamang ang mga senador at kongresista sa mga araw na sila ay present at aktibong gumaganap ng opisyal na tungkulin.
Sa ilalim ng panukala, babayaran lamang ang mga mambabatas kung sila ay:
— Dumalo sa plenary sessions
— Lumahok sa committee hearings kung saan sila ay opisyal na miyembro
— Nakibahagi sa mga opisyal na aktibidad
“Absences without a valid reason shall result in forfeiture of compensation for the day(s) missed,” ayon sa panukala.
Itinuturing lamang na valid ang pagliban kung ito ay dahil sa:
— Sakit na may sertipikasyon ng lisensiyadong doktor
— Opisyal na representasyon na may pahintulot ng liderato
— Awtorisadong opisyal na biyahe o misyon
— Aprubadong leave of absence
“The principle of ‘no work, no pay’ is a general labor standard applied to workers across the country. However, Members of Congress, who are entrusted with the responsibility of crafting laws and representing the people, are currently compensated regardless of attendance or participation,” ayon sa explanatory note ni Marcos.
Dagdag pa niya, nagdulot ito ng pangamba ng publiko sa absenteeism at pag-aaksaya ng pondo ng bayan.
“This bill seeks to institutionalize a ‘no work, no pay’ compensation scheme for Members of Congress, ensuring that public funds are spent only when these elected officials fulfill their duties,” aniya.
Nilinaw rin ni Marcos na may safeguards ang panukala at hindi paparusahan ang mga mambabatas na lumiban dahil sa opisyal na tungkulin.
Kasama rin sa bill ang paglalathala ng attendance records upang palakasin ang transparency at public oversight.
“By mandating that salary and other emoluments be tied to attendance and participation… the measure promotes transparency, accountability, and integrity in governance,” ani Marcos.
Tinutugunan din ng panukala ang isyung konstitusyonalidad, kung saan iginiit ni Marcos na ang 1987 Constitution mismo ang nagbibigay-daan sa regulasyon ng sahod ng mga mambabatas.
“The salaries of Senators and Members of the House of Representatives shall be determined by law,” ayon sa Konstitusyon.
Sa ilalim ng panukala, hindi ituturing na absent ang mga mambabatas na lumiban sa sesyon dahil sa pagdalo sa mga awtorisadong hearing, bicameral conference committees, o opisyal na misyon ng Kamara.
“Any attempt to falsify attendance records or claim compensation without performing official duties shall constitute misconduct and shall be subject to disciplinary action, including suspension or expulsion,” ang saad sa panukala.
Muling umingay ang usapin ng absenteeism matapos patuloy na hindi dumalo si Sen. Ronald “Bato” dela Rosa sa mga plenary session mula pa noong Nobyembre 2025, kasabay ng mga ulat kaugnay ng umano’y warrant of arrest niya sa International Criminal Court. RNT/MND
