Manila, Philippines — Posibleng Isasabay na sa halalan sa 2028 ang unang eleksyon na nakatakda sana sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
Ito ay matapos maisama sa priority bills ng Legislative-Executive Development Advisory Council (LEDAC) ang pagpapaliban ng eleksyon sa BARMM kasunod ng mga pagbabago sa naturang rehiyon.
Agad namang nagpasalamat si Lanao del Sur Rep. Zia Alonto Adiong, chairman ng House Committee on Suffrage and Electoral Reforms, sa liderato ng Kamara at Senado dahil sa agarang pagtugon sa inihain niyang House Bill (HB) No. 7236 noong Lunes, na naglalayong ipagpaliban ang kauna-unahang parliamentary elections sa BARMM. Aniya, napakahalaga ng panukala “to safeguarding the region’s fragile democratic transition.”
“The inclusion of this measure in the LEDAC priority list reflects a shared commitment between the Executive and the Legislature to protect the integrity of the Bangsamoro democratic transition.”
Kasama ni Adiong sa paghahain ng HB 7236 si Deputy Speaker at Lanao del Sur Rep. Yasser Alonto Balindong upang maamyendahan ang Section 13, Article XVI ng Republic Act (RA) No. 11054, o ang Bangsamoro Organic Law, na nag-aatas na ang unang parliamentary elections ay isasagawa sa Setyembre 28, 2026.
Sa halip, isasagawa ang BARMM elections kasabay ng 2028 national at local elections na ginaganap tuwing ikatlong taon.
Nauna rito, naglabas ng desisyon ang Korte Suprema na nagbabago sa Bangsamoro redistricting law nang alisin ang Sulu sa BARMM, kung kaya nawalan ng karapatang bumoto ang mga botante ng nasabing lalawigan.
“As a consequence of this ruling, the legal basis for conducting parliamentary elections under the previously enacted BARMM redistricting law was rendered invalid. This created a constitutional and statutory gap that must be addressed by Congress to ensure that the forthcoming Bangsamoro Parliamentary Elections are conducted on a sound legal footing, consistent with the Constitution.”
Sa RA 11054, nakasaad ang framework ng BARMM para sa paglilipat mula sa Bangsamoro Transition Authority (BTA) patungo sa nahalal na Bangsamoro Parliament.
Nakapaloob naman sa HB 7236 na magpapatuloy ang BTA sa pagpapatupad ng interim powers nito sa panahon ng transition period hanggang sa makaupo ang mga mahahalal na miyembro ng Bangsamoro Parliament.
Giit pa ni Adiong na ang panukala ay “seeks to uphold constitutional supremacy, comply with the Supreme Court ruling on legislative redistricting, preserve the integrity of the Bangsamoro peace process, and ensure that the transition to a fully elected Bangsamoro Parliament is achieved in a lawful, transparent, and democratic manner.”
