MANILA, Philippines – Inilunsad ng pamahalaan noong Huwebes ang National AI Center for Research and Innovation (NAICRI) bilang sentral na institusyon para sa mga proyekto ng artificial intelligence (AI) sa bansa, na dating hiwa-hiwalay sa iba’t ibang ahensya at research teams.
Pinangunahan ng Department of Science and Technology (DOST), layunin ng NAICRI na pagsamahin ang mga nakaraang proyekto sa supercomputing, data governance, at AI research upang suportahan ang National AI Strategy for the Philippines (NAIS-PH).
Ani DOST Secretary Renato Solidum Jr., “Today, the Philippines makes a deliberate choice that we will embrace artificial intelligence as a force for development, competitiveness, and progress. Guided by our own values and our own ambitions.” Dagdag niya, ang AI ay “general-purpose technology” na kasing epekto ng kuryente at internet sa industriya, gobyerno, at kompetisyon ng bansa.
Bago ang NAICRI, karamihan sa mga AI projects ng bansa ay nakadepende sa grants o project teams. Ayon kay Solidum, “Until now, AI efforts in the Philippines have been opportunistic rather than orchestrated.” Layunin ng NAICRI na palakasin ang computing infrastructure, ayusin ang data systems, bumuo ng talent, at isama ang governance standards sa AI mula sa simula.
Kabilang sa mga consolidated systems ay ang DOST-ASTI high-performance computing, PREGINET, at operational AI platforms tulad ng NAIRA at DIMER.
Tinalakay rin ang mga alalahanin sa trabaho at enerhiya. Ani Solidum, “Hindi naman pwede magbawas ka lang [ng nagtatrabaho] dahil may AI na. Hindi lahat ng trabaho masasagot ng AI.” Sa sustainability, tiniyak niya ang paggamit ng mas environment-friendly na infrastructure.
Ayon kay Michelle Alarcon, presidente ng Analytics and AI Association of the Philippines, mas mahalaga ang epekto sa tao kaysa sa global rankings: “Technology is supposed to improve everyone’s lives. And if that is the measure, I think that should be what the race is all about.”
Sa unang 90 araw, magsasagawa ang gobyerno ng national survey sa AI compute capacity, gagawa ng training catalog para sa MSMEs, at magsasagawa ng consultations para tukuyin ang priority use cases.
