MANILA, Philippines – Matapos ang isang oras na deliberasyon ng House Committee on Justice ay inaprubahan ang apat na Articles of Impeachment na kinabibilangan ng Culpable Violation of the Constitution, Betrayal of Public Trust, Graft and Corruption and Other Crimes.
Sa botong 55 ay inaprubahan ang committee report na naglalaman ng Articles of Impeachment mula sa pinagsamang ikatlo at ika-apat na impeachment complaint.
Ito ay matapos mag-mosyon si House Deputy Speaker Jayjay Suarez na aprubahan na ang committee report na may kalakip na resolusyon na nagsasaad ng apat na Articles of Impeachment.
“In so far as we have acted on all the proposed amendments of our colleagues, again I move for the approval of the Committee Report, the attached resolution setting forth the Articles of Impeachment against the Vice President , Sara Z. Duterte, as amended. So moved Madam chair,” batay sa mosyon ni Suarez.
Kinumpirma naman ni House Committee on Justice Chairperson Gerville Luistro ang mayorya ng boto ng mga miyembro ng komite.
“Let it be placed on the record that 55, out of 55 Justice members physically present, manifested their support to the approval of the Committee Report, to the attached resolution setting forth the Articles of Impeachment, as amended. The Chair therefore declares the motion unanimously approved,” ani Luistro.
Nakasaad sa ulat ang pagsasama-sama ng mga reklamo, ang Saballa et al at Cabrera complaint, kabilang sa mga batayan ng impeachment ang Culpable violation of the Constitution,Bribery, graft and corruption, Other high crimes at Betrayal of public trust
Sentro rin ng Articles of Impeachment ang maling paggamit at kaduda-dudang liquidation ng confidential funds na nagkakahalaga ng ₱500 milyon sa Office of the Vice President at ₱112.5 milyon sa Department of Education.
Binigyang-diin ni Luistro na hindi basta-basta ang kanilang naging pasya dahil dumaan ito sa masusing pagsusuri ng ebidensya, kabilang ang mga audit findings ng Commission on Audit (COA) at ulat mula sa Anti-Money Laundering Council (AMLC).
“Seen the evidence, examined the evidence,” paglilinaw ni Luistro.
Kinuwestiyon din ang discrepancies sa Statement of Assets, Liabilities, and Net Worth (SALN) ng Bise Presidente kumpara sa mga financial data na nakalap ng komite.
Dahil aprubado na sa komite, ang kaso ay dadalhin na sa plenaryo ng Kamara. Kapag nakakuha ng boto ng hindi bababa sa 1/3 ng lahat ng miyembro ng House of Representatives o nasa 106 boto ay awtomatikong ipapadala ang Articles of Impeachment sa Senado.
Sa panayam kay Bicol Saro Partylist Rep. Terry Ridon ay kumpiyansa ito na bukas, May 5 ay nasa plenaryo na ang report at sa susunod na linggo ay impeach na si Vice President Sara Duterte base na rin sa mga ebidensya na nai-presenta sa pagdinig ng komite.
Kumpiyansa ang kongresista na makakakuha ito ng sapat na boto sa plenaryo upang maiakyat ang Articles of Impeachment sa Senado.
“Hopefully by tomorrow ay nasa plenary na po ito, magkakaroon po ng debate among members. Hopefully we get the votes and by next week to impeach the vice president,” ani Ridon.
