FOR years, the R10 stretch in Tondo, Manila has been notorious for the operations of “jumper boys” who target motorists trapped in heavy traffic.

Despite repeated police operations and arrests through past administrations, the problem persisted, leaving many drivers believing that crime along R10 had become unavoidable.

That perception is now being challenged under the leadership of Manila Police District Director PBGen. Arnold Santiago.

Unlike officials who rely solely on reports, Santiago personally inspected and patrolled the entire R10 area to assess the situation firsthand.

His visible presence on the ground immediately signaled a stronger and more serious campaign against criminality.

Santiago ordered the deployment of nearly 50 additional police personnel from MPD Headquarters to reinforce Stations 1, 2, and 12.

He also directed the establishment of more police outposts in strategic areas to improve visibility and ensure faster response to incidents.

His directive to officers was firm and straightforward: remain visible through foot patrols and motorcycle patrols instead of staying inside precinct offices.

For the MPD director, constant police presence is one of the most effective deterrents against crime.

What further distinguishes his approach is his understanding of the social roots of criminality.

As a “Batang Tondo,” Santiago recognizes how poverty and lack of opportunity can drive some young individuals toward illegal activities.

Because of this, he also encouraged community engagement and livelihood initiatives aimed at helping vulnerable residents, especially the youth.

His belief that “an empty stomach knows no law” reflects a leadership style that balances law enforcement with compassion and prevention.

The challenge remains difficult, as the “jumper boys” problem has survived for decades.

However, his combination of aggressive policing, accountability and community-based solutions offers renewed hope that lasting peace and order may finally be achieved along R10.
