MANILA, Philippines — Mahigpit na ipatutupad ng Commission on Elections (Comelec) ang gun ban sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) simula Hulyo 16 kasabay ng pagsisimula ng election period para sa parliamentary elections.
Ayon kay Comelec Chairperson George Garcia, suspendido ang lahat ng firearm licenses sa rehiyon sa panahon ng election period na tatagal hanggang Setyembre 29, 2026.
“I hope everyone will cooperate. That we are not in a place where we can freely carry our firearms…All firearm licenses in the region are suspended once the election period starts,” ani Garcia.
Sinabi niya na maaari pa ring mabigyan ng exemption ang mga indibidwal na kinakailangang magdala ng baril dahil sa trabaho o banta sa kanilang seguridad, ngunit kinakailangan nilang kumuha ng pahintulot mula sa Comelec.
“If you still want to carry, because of the nature of the work, because of the risk, death threats if there are any, it is appropriate that we apply for an exemption,” dagdag niya.
Ayon pa kay Garcia, halos 16,000 katao ang naaresto dahil sa paglabag sa gun ban noong halalan ng 2025. Dahil dito, mas paiigtingin umano ang pagpapatupad nito sa BARMM bago ang parliamentary elections sa Setyembre 14, 2026.
“We will enforce the gun ban more strictly in the Bangsamoro [Region]. We want the smooth filing of candidacy from May 5 to 7 to continue until we get to Election Day (September 14, 2026),” aniya.
Pinaalalahanan din ni Garcia ang mga pulis at sundalo na nakatalaga sa checkpoints na igalang ang karapatan ng mga motorista at pasahero at sundin ang plain view doctrine.
“As long as Comelec instructions are followed, the rights of passengers, and the rights of motorists will always be respected,” sabi niya.
“They should be limited to the so-called plain view doctrine. There is no need to open anything or order people to alight from vehicles. The highest consideration is always to respect the rights of everyone,” dagdag pa ng opisyal.
Sa ilalim ng election rules, ipinagbabawal ang pagdadala ng baril nang walang nakasulat na pahintulot mula sa Comelec, pagbuo o pagpapanatili ng mga armadong grupo, at iba pang election offenses sa panahon ng election period. RNT
