MANILA, Philippines – Inihayag ni Senator-judge Juan Miguel “Migz” F. Zubiri na nakatakdang ihain ang isang panukalang batas na magpaparusa sa sinumang magbabanta sa buhay ng matatas na opisyal ng pamahalaan, ang Pangulo, Bise Presidente at iba pang constitutional successor upang punan ang puwang sa umiiral na lehislasyon.
Sa ikatlong araw ng impeachment trial laban kay Vice President Sara Duterte nitong Hulyo 8, 2026, tinanong ni Zubiri si National Bureau of Investigation (NBI) Senior Agent John Mark Calilung kung may sapat na batas ang bansa na naglalaman ng espisipikong probisyon na sumasakop sa pagbabanta laban sa matataas na opisyal ng pamahalaan.
“In our country, is there a specific law that deals with threats against the President, the Vice President, and their successors? Or are such cases simply covered by the general law on grave threats, which applies to everyone?” tanong ni Zubiri sa agent.
Tugon ni Calilung, alinsunod sa kanyang nalalaman, nililitis ang ganitong uri ng kaso sa ilalim ng general provision sa kasong grave threats. Idinagdag niya na may kapangyarihan ang NBI sa charter nito na imbestigahan ang banta laban sa Pangulo, Bise President, Senate President at hukom ng Supreme Court.
Gamit ang Sectkion 871 ng US Code na nagsasakrimen sa pagbabanta laban sa U.S. President, Vice President, at kanilang successors, iminungkahi ni Zubiri na dapat ikonsidera ng Kongreso na lumikha ng katulad sa batas sa Pilipinas.
“This is just food for thought because we are not only senator-judges, we are also legislators. Perhaps it is time for us to craft a law that specifically penalizes threats against the President, the Vice President, and the constitutional successors to the presidency, such as the Senate President, the Speaker of the House, and the Chief Justice of the Supreme Court,” aniya.
Dinidinig ngayon ng Impeachment Court ang isa sa apat na Articles of Impeachment na isinampa laban kay Duterte partikular ang pagbabanta nitong pagpatay kay Pangulong Ferdinand Marcos Jr., Lisa Araneta Marcos at dating House Speaker Martin Romualdez.
Hanggang sa ikatlong araw ng paglilitis, hindi teknikal na dumalo si Duterte sa impeachment court kundi nagpunta sa Senado upang makipagpulong lamang sa kanyang defense team. Ernie Reyes
