3 mula sa 10 eskwelahan lamang may sekyu – DepEd

MANILA, Philippines – TATLO lamang mula sa 10 eskuwelahan ang mayroong security guards.

Ito ang sinabi ni DepEd Undersecretary for Governance and Operations Malcolm Garma sa naging talakayan ukol sa panukalang School Safety Act.

Sa katunayan, nagpresenta ng data si Garma sa Senate committee on basic education sa isinagawang pagdinig sa ilang student-protection bills kasunod ng kamakailan lamang na insidente ng patayan.

“Three out of 10 of our schools have security guards – 31.7 percent or around 15,328 schools,” ang sinabi ni Garma sa panel nang tanungin ng chairperson nito na si Sen. Bam Aquino.

Ang security personnel ay pinopondohan hindi lamang sa pamamagitan ng Maintenance and Other Operating Expenses ng DepEd kundi maging ng local government units o parent-teacher associations.

Winika pa ni Garma na dalawa lamang ang security guards ang nakatalaga sa gate ng mangyari ang Tacloban shooting incident, wala aniyang naglilibot sa premise ng eskuwelahan.

“Regardless of the presence of the security guards, they still got through… One of the reasons would be familiarity. The children were quite familiar, so they probably weren’t checked,” anito.

Nagtanong naman si Aquino kung tsinek ba ang mga bag.

Ang paliwanag ni Garma, walang pinipili sa pagtsi-check ng mga bag.

Iniulat din ni Garma na kaunti lamang ang may closed-circuit television (CCTV) cameras.

“Four out of 10 schools have already installed CCTVs,” anito sabay sabing “Of those with CCTVs, 80 percent (or 13,802 schools) have fewer than 10 cameras, 14.2 percent have 11 to 19 cameras, and only 6.14 percent have more than 20.”

Aniya, ang Tacloban San Jose National High School ay mayroon lamang walo na working CCTVs.

“We saw the CCTV working… Although there is one aimed at the gate, there are blind spot areas in the school that really have none,” aniya pa rin.

Tinanong din ni Aquino kung may mga tauhan ang naka-assigned para i-monitor ang real-time CCTV feed sa principal’s office.

Ang sagot ni Garma ay “It’s purely recording,” ipinaliwanag na ang principal ay masyadong abala para i-monitor sang feed.

Umaasa naman si Aquino na isasama ang mas mahigpit at masinsin na campus surveillance sa kanyang panukalang School Safety Act. KRIS JOSE
