MANILA, Philippines — Naghahanda ang Department of Justice ng kautusang mag-aatas sa mga lokal na prosecution office at DOJ Action Center na tumanggap ng mga reklamo kaugnay ng bullying upang mas madaling makakuha ng tulong sa pamahalaan ang mga biktima at kanilang pamilya.
Sinabi ni DOJ Undersecretary Ian Norman Dato noong Huwebes na inaasahang ilalabas sa susunod na linggo ang department order, alinsunod sa pangako ni Justice Secretary Fredderick Vida na palakasin ang pagtugon ng pamahalaan sa bullying.
“Schools are reopening, so the plan of the Department of Justice is to issue a department order tasking or mandating our local prosecution offices or the Department of Justice Action Center to receive complaints for bullying,” sinabi ni Dato.
Tatayain ng mga lokal na prosecution office at DOJ Action Center ang mga reklamo, mamamagitan sa mga alitan kung naaangkop, o ire-refer ang mga kaso sa mga paaralan na may pangunahing hurisdiksiyon sa mga insidente ng bullying.
Maaari ring iendorso ng mga paaralan ang mga reklamo sa Women and Children Protection Desk ng Philippine National Police o pormal na itala ang mga kaso kung kinakailangan.
Ayon kay Dato, nakabatay ang inisyatiba sa tungkulin ng pamahalaan na protektahan ang mga bata sa ilalim ng Konstitusyon at United Nations Convention on the Rights of the Child.
“The position of the DOJ is that anti-bullying is a commitment under the Constitution and international law, primarily the UN Convention on the Rights of the Child,” sinabi niya.
“This is a serious commitment of the department, and this department order will be issued by next week.”
Sinabi ni Dato na layunin ng kautusan na tiyaking hindi lamang sa mga paaralan maaaring humingi ng tulong ang mga biktima at kanilang mga magulang.
“I just need to emphasize that this is a way for the victim and the parents to have access, that aside from the school, they have other agencies that will approach and investigate,” sinabi niya. Jocelyn Tabangcura-Domenden
