MANILA, Philippines – Tataas ang renewable energy charges ng mga konsumer simula sa August billing period matapos pansamantalang aprubahan ng Energy Regulatory Commission ang pagtaas sa feed-in tariff allowance o FIT-All.
Pinayagan ng ERC ang National Transmission Corp. na itaas ng P0.1348 kada kilowatt-hour ang 2026 FIT-All rate, mula P0.2011 tungong P0.3359 bawat kWh.
Ang isang kabahayang kumokonsumo ng 500 kWh kada buwan ay inaasahang magbabayad ng humigit-kumulang P168 para sa FIT-All lamang.
Ang FIT-All ay pare-parehong sinisingil sa lahat ng on-grid electricity consumers upang pondohan ang bayad sa mga kuwalipikadong renewable energy facility, kabilang ang solar, wind, at small hydro projects, na maaaring tumanggap ng insentibo nang hanggang 20 taon.
Hiniling ng TransCo ang adjustment upang madagdagan ang working capital allowance ng FIT-All Fund at matiyak ang napapanahong pagbabayad sa renewable energy developers. Pumasok umano ang pondo sa 2026 nang walang sapat na financial buffer at nagtala ng negative working capital balance na P322.9 milyon noong Mayo 7.
Sa kautusan nitong Hulyo 31, sinabi ng ERC na may sapat na batayan upang pansamantalang aprubahan ang adjustment kahit hindi pa naisagawa ang public hearings.
“The grant of provisional authority is without prejudice to the final outcome of this case,” pahayag ng regulator.
“Any over- or under-recovery resulting from the implementation of this provisional authority shall be subject to confirmation, adjustment, refund or recovery as may be directed by the commission in its final decision.”
Pinayagan din ng ERC ang Manila Electric Co. na maningil ng P8.7 bilyon sa mga dati nitong hindi nakolektang pass-through costs, kabilang ang P595 milyon sa system loss charges.
Sa ilalim ng desisyong may petsang Hulyo 31, maaaring kolektahin ng Meralco sa loob ng tatlong taon ang under-recoveries sa generation, transmission, system loss, at real property tax charges sa halagang P0.08 kada kWh.
Katumbas ito ng karagdagang P16 sa bill ng isang kabahayang kumokonsumo ng 200 kWh kada buwan.
Kasabay nito, inatasan ang Meralco na mag-refund ng P30.13 milyon sa sobrang nakolektang pass-through charges para sa lifeline subsidy, senior citizen discount, at local franchise tax.
Sinabi ni ERC chairman at CEO Francis Saturnino Juan na ang pass-through charges ay “not sources of profit but merely costs that Meralco collects on behalf of generation companies, the transmission provider and government authorities.”
“Through this confirmation and verification process, the ERC closely scrutinizes every peso that Meralco charges under these components against its actual allowable costs,” ani Juan.
“This mechanism protects consumers from any unapproved or excessive charges while ensuring that DUs recover only what they are legitimately entitled to – no more, no less,” dagdag niya.
Kasabay ng paniningil ang hiwalay na P9.5-bilyong refund sa mahigit walong milyong Meralco customers dahil sa over-recoveries noong 2025.
Makakatanggap ang residential customers ng refund na katumbas ng P0.5861 kada kWh sa loob ng anim na buwan o hanggang sa ganap na maibalik ang halaga.
Binatikos naman ni dating Bayan Muna representative Carlos Zarate ang mga desisyon at tinawag itong “bigay-bawi” scheme na halos walang tunay na ginhawang maibibigay sa mga konsumer.
“On one hand, the P9.5-billion refund appears to be a form of assistance. On the other hand, they are allowing Meralco to collect nearly P8 billion again from consumers. What is the point of the refund if it will just be taken back from our pockets anyway?” ani Zarate.
Samantala, sinabi ni Department of Energy Secretary Sharon Garin na nakatakda pa ring maidagdag ang 10,000 megawatts na bagong power capacity bago matapos ang termino ni Pangulong Ferdinand Marcos Jr. sa 2028.
“By this year, the target is to complete around 4,100 MW out of the 10,000 MW,” ani Garin.
