MANILA, Philippines – Kinumpirma ng hostile witness na si Lemuel Ortonio na walang kalakip na mga sumusuportang dokumento ang hiling na confidential funds ni Vice President Sara Duterte para sa Office of the Vice President (OVP).
Sa pagtatanong ni House Private Prosecutor Atty Mae Divinagracia inamin ni Ortonio, OVP assistant chief of staff at may ranggong assistant secretary, na desisyon mismo ng Bise Presidente na humiling ng confidential funds sa pamamagitan ng liham sa Department of Budget and Management (DBM) na may petsang Agosto 22, 2022.
Aniya, mismong si VP Duterte ang nagpasya sa halaga ng naturang pondo.
Matatandaang nakatanggap ang OVP ng kabuuang P500 milyon sa mga taong 2022 at 2023.
Sa naturang liham, sinabi ni Divinagracia na apat na item ang hiniling ng OVP, una, ang augmentation para sa financial assistance at subsidy; ikalawa, ang augmentation para sa special duty allowance; ikatlo, ang karagdagang 192 co-terminous at contractual positions; at ikaapat, ang confidential funds.
Aniya, naglakip ang OVP ng mga sumusuportang dokumento para sa unang tatlong item ngunit wala para sa hiling na confidential funds.
Inamin ni Ortonio na walang isinumiteng computation upang suportahan ang hiling para sa confidential funds.
Binanggit din ni Divinagracia na binigyang katwiran ng OVP ang hiling nito para sa confidential funds sa pamamagitan lamang ng isang justification na kaniyang binasa na ”For and in consideration of the safe implementation of the various projects and activities under the good governance program and the conduct of official engagements and functional representation in international and domestic events as instructed by the Vice President.”
At isa pang pagtiyak na nakasaad sa liham na kanyang binasa na “the Office of the Vice President is committed to formulate programs, projects and activities relevant to national security and peace and order and is devoted to implement with proper security and safety protocols for the benefit of the institution through the OVP satellite offices, its partner stakeholders, and the general public.”
Ang physical plan para sa hinihinging confidential funds ay naisumite lamang ng OVP noong Setyembre 2022 o isang buwan pagkatapos isinumte ang request.
Kalaunan ay inaprubahan ng Office of the President ang P125M fund allocation ng OVP noong Disyambre 2022. Gail Mendoza
