MANILA, Philippines – Pinuna ni Senate President Sherwin Gatchalian nitong Biyernes, Setyembre 4, ang 488 infrastructure implementation deficiencies sa ilalim ng Health Facilities Enhancement Program (HFEP) ng Department of Health.
“Merong 38 projects worth P11 billion na delayed in implementation. Merong 136 projects worth P1.1 billion [na] idle, unutilized, [or] non-operational. Meron P1.1 billion underutilized… Merong 227 [projects] worth P3.1 billion unimplemented/not yet started,” sinabi ni Gatchalian sa 2027 budget briefing ng DOH sa Senado at sinabing ang naturang bilang ay naidokumento bago manungkulan sa opisina si DOH Secretary Edwin Mercado.
Dito na tinanong ni Gatchalian ang DOH kung paano nito tutugunan ang deficiencies lalo pa’t ang pamahalaan ay naglaan na ng P17.27 bilyon para sa mga proyekto at nakatakdang maglaan ng dagdag na P14.5 bilyon sa ilalim ng 2027 national budget.
Ani Mercado, tinitingnan ng DOH ang paraan para mapabuti ang allocative efficiency upang masiguro na maitatayo ang nararapat na uri at standards ng health facilities at mapatakbo batay sa lokal na pangangailangan.
“Ang plano ko po ay mag-define ano ba talaga ang basic standard of a typical RHU (Rural Health Unit), then ano po yung next level? Kailangan ba per district ay meron isang Super Health Center (SHCS)? And then going up, in the province, should district hospitals be standardized para may standard din po for district hospitals of such a big geographic catchment should contain these equipment,” paliwanag ni Mercado.
“Allocative efficiency po, Sen., para alam natin. Kasi nga po ngayon when I looked at the HFEP—tabi-tabi, gusto kanya-kanyang MR, CT scan, na hindi naman po ganong ka-efficient,” dagdag pa niya.
Kaugnay naman sa pisikal na imprastruktura, sinabi ni Mercado na plano ng DOH na isaprayoridad ang pagkumpleto sa mga pasilidad na naitayo na ngunit nananatiling non-operational.
“Looking at existing facilities, I believe our priority should be finishing those that are completed but non-operational—perhaps they just lack equipment—or those that are partially completed but operating, which might just need facility completion. For those that are partially completed and non-operating, we need to check if they lack manpower,” sinabi ni Mercado.
Beberipikahin ng DOH kung ang site conditions ay tumutugon sa mga requirement ng requested healthcare facilities.
Samantala, tinukoy din ni Gatchalian ang low operational rate ng Super Health Centers (SHCs) kung saan 244 lamang sa 820 na planong pasilidad ang nakumpleto na at operational.
“Nakita ko na isa rin sa mga problema ‘yung Super Health Centers no na ang daming unused,” ani Gatchalian.
“About P2.9 billion completed but not operational. About P3.9 billion not completed or no clear status update, meaning di alam kung anong situation na,” dagdag pa.
Dahil dito ay hinimok ni Gatchalian ang DOH na ikonsidera ang iba pang alternatibong hakbang upang maipatupad ang mga pending na proyekto.
Nananatiling chronic government problem aniya ang construction delays na hindi lamang nakakaapekto sa DOH kundi maging sa ibang mga ahensya ng pamahalaan. RNT/JGC
