MANILA, Philippines – Inihayag ni dating Senate President Manny Villar na kanilang lalabanan ang kasong graft at administratibo na isinampa ng Office of the Ombudsman hinggil sa kuwestiyonableng joit venture ng Prime Water Infrastructure Corporation (PWIC).
Natatangi ang Prime Water na nagsusuplay ng tubig sa ilang subdivision ngpamilya Villar sa ilang lalawigan na lubhang inirereklamo ng residente na bukod sa kapos ang tubig, mabaho at marumi ang nakukuha ng homeowners.
Sa pahayag, sinabi ni Villar na hindi pa nila natatanggap ang opisyal ng reklamo mula sa Ombudsman bagkus nalaman nila ang paghahain ng kaso sa social media.
“We have learned through media reports of the complaints reportedly filed before the Office of the Ombudsman,”: giit ni Villar.
Sinabi pa ni Villar na “As of this time, we have yet to receive copies of the complaints and therefore cannot meaningfully comment on their specific allegations. We respect the legal process and will respond to the complaints at the appropriate time and in the proper forum.”
“We are confident that, once given the opportunity to examine the allegations and the evidence supporting them, we will be able to fully and properly defend our rights and address the matters raised against us. In the meantime, we ask that the legal process be allowed to take its course and that conclusions not be drawn before the parties have been afforded the opportunity to be heard,” dagdag niya.
Dalawang bilang ng kasong kriminal at administratibo ang isinampa laban kina Sen. Mark Villar, Sen. Camille Villar, dating Senate President Manny Villar, dating Sen. Cynthia Villar, at negosyanteng si Paolo Villar, kasama ang ilang opisyal dahil sa kwestyonableng joint venture agreements na pinasok ng PWIC.
Ayon kay Assistant Ombudsman Mico Clavano, nakatanggap ang Ombudsman ng ulat mula sa Office of the Government Corporate Counsel na 75 local water districts ang pumasok sa joint venture agreement sa Prime Water Infrastructure Corporation mula 2015 hanggang 2022.
Inilarawan niya itong “grossly disadvantageous” sa gobyerno.
Sa naturang bilang, 19 sa mga local water districts ang naglabas ng notices of pre-termination dahil sa kawalan ng kakayahan ng PWIC na tuparin ang mga obligasyon nito, dagdag pa niya.
“It has reportedly failed to supply uninterrupted water resources and has instead provided poor drinking water standards, among other complaints against it,” ani Clavano sa isang press briefing.
Binanggit din ng Commission on Audit ang P65,650,708.07 na kabuuang hindi nabayarang obligasyon ng PWIC, gaya ng utilization o konsumo ng mga materyales at supplies inventory ng local water districts.
