Proteksiyon ng environmental defenders, hirit ni Legarda

MANILA, Philippines – Nanawagan si Sen. Loren Legarda ng mas mahigpit na hakbang upang protektahan ang mga environmental defender laban sa pag-atake at matugunan ang hidwaan sa lupa at likas na yaman na naglalagay sa panganib sa komunidad.

Sa pahayag nitong Martes, binanggit ni Legarda ang ulat ng Global Witness naitala sa Pilipinas ang 12 pagpatay noong 2025 — ang pinakamataas sa buong mundo sa labas ng Latin America para sa taong iyon.

“Hindi lang mga aktibista ang ‘environmental defenders.  Kasama rito ang mga magsasakang ipinagtatanggol ang kanilang lupa, mga katutubong komunidad na nagpoprotekta sa kanilang ancestral domain, o mga residente na nagtataas ng concern sa mga proyektong maaaring makaapekto sa kanilang tubig, kabuhayan, kagubatan, at komunidad,” sabi ni Legarda.

“No one should have to risk their life simply for raising these concerns,” dagdag niya.

Binanggit ni Legarda ang ulat ng Global Witness na inilabas noong Sept. 16, 2026 na pinamagatang “Collective Power: The Struggle for Protection for Land and Environmental Defenders.”

Ayon sa ulat, hindi bababa sa 124 land at environmental defenders ang napatay sa buong mundo noong 2025. Umabot na sa 2,375 ang kabuuang bilang ng mga napatay at matagal nang nawawala naitala ng grupo mula 2012.

Tinukoy din ng Global Witness ang Pilipinas bilang pinakamapanganib na bansa sa Asia para sa mga nagpoprotekta sa lupa at kapaligiran mula 2012.

Sa buong mundo, ayon sa ulat, higit kalahati ng mga pagpatay noong 2025 ay may kinalaman sa hidwaan sa lupa. Ang mining ang pinakadelikadong sektor na may 11 kaso ng pagpatay, kabilang ang 4 sa Pilipinas.

“People who ask if their farms would be lost, if rivers would be affected, or if the land they inherited from their ancestors will be protected should not be considered enemies of progress. Communities have the right to be heard when decisions can permanently affect the places where they live and the resources they depend on,” sabi ni Legarda.

Binigyang-diin niya na ang proteksyon ay dapat may pananagutan kapag may nangyaring pag-atake at pag-iwas bago pa humantong sa karahasan ang mga hidwaan.

“But protection must also begin much earlier by respecting land and resource rights, involving affected communities in decisions, and identifying environmental and social risks before projects are approved,” aniya.

Para tugunan ang isyu, inihain ni Legarda ang Senate Bill No. 311 o Indigenous Community Conserved Territories and Areas Act na naglalayong kilalanin ang mga community-conserved territories ng mga katutubo at magtatag ng pambansang framework para sa proteksyon nito.

Kasama rin dito ang Expanded National Integrated Protected Areas System Act of 2018 o RA 11038 na siya ang principal author at co-sponsor. Pinalakas nito ang proteksyon at pamamahala sa mga lugar na may mahalagang ekolohiya.

Itinutulak din niya ang Senate Bill No. 1251 o Philippine Environmental Assessment System Act para magkaroon ng komprehensibong sistema sa pagtatasa ng epekto ng mga polisiya, programa, at proyekto sa kapaligiran, at para maitatag ang National Environmental Protection Agency.

“Environmental assessment must identify those risks early, and the people who will live with the consequences must be heard,” sabi ni Legarda.

“Environmental protection depends on whether people can speak up when their land, water, forests, or livelihoods are threatened without putting their lives at risk. A farmer, an Indigenous leader, or any member of a community should be able to raise legitimate concerns and expect government to respond before those concerns escalate into violence or irreversible harm,” pagtatapos ng senador.  Ernie Reyes
