CHR chair, 3 iba pa kinasuhan ng NBI sa travel claims

MANILA, Philippines – Nagsampa ng reklamo ang National Bureau of Investigation (NBI) sa Office of the Ombudsman laban kay Commission on Human Rights (CHR) Chair Richard Palpal-latoc at tatlo pang opisyal dahil umano sa pag-claim ng travel allowance para sa biyahe na pinondohan na ng isang donor.

Kabilang sa mga inirereklamo sina CHR General Administration Office Director IV Onesimo Cuyco, Accounting Division Chief Maria Teresa Dolor at Russel Mani, na ang posisyon sa CHR ay hindi pa malinaw.

Nahaharap ang apat sa reklamo dahil sa umano’y paglabag sa Section 3(e) ng Republic Act No. 3019 o Anti-Graft and Corrupt Practices Act, at kasong Gross Misconduct kaugnay ng pagproseso ng travel claims. Isinampa ang kaso upang sumailalim sa paunang imbestigasyon ng Ombudsman.

Ayon sa NBI, nag-ugat ang reklamo sa pagdalo ni Palpal-latoc sa 54th International Institute of Human Rights Summer School 2025, isang buwang pagsasanay na pinondohan ng German organization na Friedrich Naumann Foundation for Freedom. Sagot na ng organisasyon ang pamasahe sa eroplano, tirahan, pagkain at iba pang gastusin.

Gayunman, napag-alamang nag-claim pa rin umano si Palpal-latoc ng daily subsistence allowance at representation expenses sa kabila ng bayad na ang mga gastusin ng donor. Ayon sa NBI, labag ito sa Executive Order No. 77.

Nakasaad sa Section 16(b) ng naturang kautusan na hindi pinapayagan ang pag-claim ng representation expenses ng mga opisyal na dumadalo sa training o bumibiyahe gamit ang pondo ng donor.

Natuklasan din ng NBI na walang nakasaad sa disbursement voucher tungkol sa dayuhang donor at ang kalakip na program agenda ay para sa ibang aktibidad.

“Despite missing mandatory documents, the mismatched program documentation, the prohibited claims, and the undisclosed sponsorship, the voucher passed through every control point,” ayon sa NBI.

Batay sa imbestigasyon, si Mani ang nagpatunay na kumpleto ang mga dokumento, si Dolor ang nagpatunay na may sapat na pondo, at si Cuyco ang nag-apruba sa voucher para sa pagbabayad.

Samantala, sinabi ni CHR spokesperson at Commissioner Beda Epres na alam ng komisyon ang impormasyong kumakalat online tungkol sa mga alegasyon.

Ayon sa CHR, “recognizes the seriousness of these concerns, particularly as they relate to the responsible use of public funds and the accountability expected of government officials,” at nananatili itong nakabatay sa mga prinsipyo ng transparency, fairness at accountability.

Dagdag pa ng komisyon, “At this time, the CHR has not received any formal complaint concerning the allegations. Nevertheless, the Commission recognizes the importance of establishing the facts through appropriate processes, consistent with applicable government accounting and auditing rules and the requirements of due process,”

“The CHR remains committed to ensuring that the concerns raised are addressed through the proper channels and will provide further information as appropriate,” dagdag pa nito. RNT/MDS
