IN Metro Manila — the nation’s political, commercial and population center — maintaining peace and order is a daily battle.
But PMGen. Anthony A. Aberin, director of the National Capital Region Police Office, has proven that with discipline, focus and a solid plan, real progress is possible.
In just six months at the helm of the NCRPO, Aberin led a 23.13% decrease in index crimes from November 23, 2024 to May 23, 2025.
That’s 779 fewer crimes compared to the same period the previous year, with key offenses like murder, rape and theft posting double-digit declines.
Aberin’s leadership is rooted in action, not rhetoric. He launched the Triple A Program—Able Force, Active Operations, and Allied Partnerships—which centers on visible policing, strong ground operations and community collaboration.
This “back-to-basics” approach has made the police force more present and more responsive.
Barangays now see regular patrols. High-risk areas are monitored more closely. People feel the presence of the police—and that visibility is proving to be a powerful deterrent to crime.
He’s also implemented Red Teaming — a strategy that puts police readiness to the test through surprise drills and simulated threats. It’s a way to measure performance under pressure and make sure no unit becomes complacent.
The result? A sharper, more alert police force. While overall crime dropped, the NCRPO also improved its Crime Solution Efficiency from 69.06% to 69.64% and maintained a Crime Clearance Efficiency of 99.15%.
These are signs not only of prevention, but of effective follow-through and case resolution.
Unlike others who rely solely on delegation, Aberin is a hands-on leader. He shows up in precincts, walks the streets with his officers, and checks if strategies are working where it matters most — on the ground.
His reputation as a disciplinarian is matched by his work ethic. He expects results, but he leads by example. That kind of leadership builds accountability from top to bottom.
