MANILA, Philippines- Opisyal na inilabas ng Senado nitong martes ang arrest order laban kay Kingdom of Jesus Christ (KOJC) leader Apollo Quiboloy “for unduly refusing to appear, despite due notices” sa mga pagdinig ng Senate Committee on Women, Children, Family Relations and Gender Equality.
Nilagaan nina Senate President Juan Miguel Zubiri at Senator Risa Hontiveros ang dokumento nitong Martes.
Inisyu ang dokumento isang araw matapos sabihin ni Hontiveros, namumuno sa imbestigasyon laban sa KOJC leader, na natukoy ng Senate panel ang tugon ni Quiboloy sa show cause order ng Senado na “nowhere near satisfactory.”
“[T]herefore, upon motion of the undersigned Chairperson, and seconded by Senator Aquilino ‘Koko’ Pimentel III, the Committee, during the March 5, 2024 hearing, hereby cites PASTOR APOLLO C. QUIBOLOY in contempt of the Committee, and of the Senate, and ordered arrested and detained at the Office of the Sergeant-At-Arms until such time that he will appear and testify in the Committee, or otherwise purges himself of that contempt,” saad sa arrest order.
Inatasan ang Senate Sergeant-at-Arms na isilbi ang arrest order at ibalik ito sa loob ng 24 oras matapos matanggap.
Sa kasalukuyan ay wala pang komento ang kampo ni Quiboloy ukol dito.
Samantala, sinabi ni Zubiri na kanyang nilagdaan ang warrant of arrest upang protektahan ang integridad ng committee system na patuloy na binabalewala ni Quiboloy kabilang ang huling show cause order na napaso sa loob ng 48 oras.
“Pursuant to our duly published Rules Governing Inquiries in Aid of Legislation and the Rules of the Senate, it is ministerial for me to sign the order of arrest. We are signing the order to protect our Committee system, to preserve the Senate’s power of inquiry with process to enforce it,” paliwanag ni Zubiri.
Sinabi ni Zubiri na unang pinagbigyan si Quiboloy sa pamamagitan ng show cause order upang magpakita ng kadahilanan kung bakit hindi siya pwedeng arestuhin sa hindi pagdalo sa pagdinig ng Senate committee on Women, Children, Family Relations and Gender Equality hinggil sa akusasyon ng sexual abuse ng menor de edad, human trafficking at posibleng money laundering.
“Recognizing the rights of persons offended by the inquiry, a Show Cause Order was issued by the Committee on Pastor Quiboloy, directing him to justify why he should not be arrested after he was cited in contempt,” ayon kay Zubiri.
“Through counsel, he submitted a Compliance to the Office of the Chairperson, Senator Risa Hontiveros, copying my office and praying that certain reliefs be accorded to him,” ayon pa sa pinuno ng Senado.
Ngunit, ayon kay Zubiri, nasa kamay ng chairman ng komite ang determinasyon kung sapat ang tugon ni Quiboloy sa show cause order na kanyang iginagalang alinsunod sa itinakdang alintunin ng Senado sa imbestigasyon na “in aid of legislation.”
“We maintain that this is a Committee matter. The subject of this inquiry in aid of legislation has been referred to and is properly cognizable by the Committee on Women, Children, Family Relations and Gender Equality. Therefore, it is the Committee which should determine the sufficiency of Pastor Quiboloy’s response to the Show Cause Order,” giit ni Zubiri.
“The Chairperson, Senator Risa Hontiveros, found no merit in the explanation of Pastor Quiboloy and has ruled to deny the reliefs prayed for and to issue the order of arrest” ayon pa sa senador ukol sa pagpapalabas ng warrant of arrest.
Aniya, sakaling dumalo si Quiboloy sa susunod na pagdinig at linisin ang sarili sa contempt, hindi na kailangan pa siyang arestuhin.
“We reiterate that the purpose of the order of arrest is not to punish but to make the inquiry potent and compelling,” ayon kay Zubiri.
Samantala, ikinatuwa naman ni Hontiveros ang paglagda sa warrant of arrest na nagpapatunay na tumatakbo ang demokrasya sa Senado at iginagalang ng kasalukuyang liderato ang proseso.
“Napapanahon ang aksyong ito para sa bawat babae ngayong Buwan ng Kababaihan. Nagpapasalamat ako, daghang salamat, kay Senate President Migz Zubiri sa kanyang pagpirma sa arrest order,” ayon kay Hontiveros.
Naunang ipinagtanggol ni Senador Robin Padilla ang pag-contempt kay Quiboloy at napipintong pag-aresto dahil kilala niya ang “kaibigan” kahit nahaharap ito sa paratang na sexual abuse, human trafficking at posibleng money laundering na pawang mga krimen na pinarurusan sa Revised Penal Code.
“Walang karapatan si Quiboloy yurakan ang dignidad ng Senado. Ang pambabastos niya sa institusyong ito ay hindi dapat palampasin,” mariing pahayag ni Hontiveros.
“Higit na pasasalamat sa lahat ng testigo na naglakas ng loob na makilahok sa dambuhalang laban na ito. Kayo ang puso ng imbestigasyon na ito at kasama niyo kami sa Senado hanggang dulo,” anang senadora. Ernie Reyes
