MANILA, Philippines – PARA sa Malakanyang, “awkward” kung boluntaryong magpapatawag si Pangulong Ferdinand R. Marcos Jr. ng special session para mapabilis lang ang impeachment trial ni Vice President Sara Duterte.
Sa Palace press briefing, sinabi ni Press Officer Undersecretary Atty. Claire Castro na wala pang ‘request’ para sa isang special congressional session para kagyat na masimulan ang impeachment proceedings laban kay VP Sara.
“So, it is better for the Senate to request the President, considering that even the President made this pronouncement that if the Senate will ask him to call for a special session, he will do so,” ang sinabi ni Castro.
“Kung papansinin niyo po ang Constitution, the President may call [a] special session anytime,” aniya pa rin.
Hindi naman lingid sa kaalaman ni Castro na mayroong “gray area” sa Saligang Batas, kung ang impeachment proceedings ay magsisimula sa panahon ng recess ng Kongreso.
Aniya, maaari namang magpatawag ng session si Pangulong impeachment trial “anytime without any condition.”
“If you will look and read the provisions of the Constitution, you will see po, ‘to fortwith proceed’ pero wala pong makikitang time element. Is it to forthwith proceed even during recess? Because they can proceed definitely, if there is session. There’s no question about that. But to proceed during recess, may gray area po iyan sa Constitution,” ang winika ni Castro.
“So, with that, hindi lang po ito (special session) limitado sa kung may urgency patungkol sa bill or legislation. But we believe it includes also the impeachment trial,” dagdag na pahayag ni Castro.
Sa ulat, na-impeach Mababang Kapulungan ng Kogreso si VP Sara matapos suportahan ng mahigit 200 mambabatas ang ikaapat na impeachment complaint laban sa kanya.
Humigit pa sa kinakailangan bilang ng mga kongresista ang lumagda sa 4th impeachment complaint laban kay VP Sara Duterte, ayon kay House Secretary-General Reginald Velasco.
Nasa 215 mambabatas o mahigit two-thirds ng House’s 306 members ang sumuporta sa resolusyon na ipapasa naman sa Senado na alinsunod sa batas, ang siyang magsasagawa ng paglilitis.
Ayon sa ulat, nasa pito ang articles of impeachment sa naturang complaint na magiging basehan ng mga senador sa isasagawa nilang mga pagdinig upang malaman kung matibay ang mga ebidensya para tuluyang patalsikin sa puwesto bilang bise presidente o hindi si VP Sara. Kris Jose
