MANILA, Philippines – Buburahin ng Senado ang konsepto na galing sa pulitiko ang ipinamimigay na ayuda sa mamamayan saka ginagamit bilang pambili ng boto tuwing halalan sa inihaing Expanded Pantawid Pamilyang Pilipino Program (4Ps).
Sa pahayag, sinabi ni Senador Panfilo Lacson na kanyang inihahin ang isang panukalang batas upang gawing magkakatugma ang lahat ng social protection programs ng pamahalaan, at parusahan ang sinumang pulitikong magsasamantala sa programa.
Ayon kay Lacson, bagama’t kailangan ang social protection program at “ayuda” para tugunan ang kahirapan tulad ng 4Ps na itinuturing na isa sa pinakamahusay na programa para tugunan ang kahirapan, maraming bagong provisional program ang nalikha at pinupuna na naging kasangkapan ng “political patronage.”
“With the unprecedented expansion of ayuda programs, critics have branded us the moniker ‘ayuda nation’ … Pressing concerns have been raised regarding the potential of various dole-outs to foster dependency and, even worse, serve as a political tool that promotes the entrenchment of the culture of mendicancy. Ayuda, misappropriated as instruments of patronage, has been wrongly construed to come from politicians’ pockets rather than from the tax and non-tax revenues of our nation,” ani Lacson sa kanyang Senate bill na may titulong “Expanded Pantawid Pamilyang Pilipino Program (4Ps) Act of 2025,” na mag-aamyenda sa Republic Act 11310.
“The ever-changing landscape for social protection has created overlaps, duplication, and fragmentation… These overlaps and duplications breed potential for misuse, fraud, or errors to the disadvantage of the target poor and marginalized beneficiaries,” dagdag niya.
Ang masama pa dito, ani Lacson, hindi natutugunan ang sitwasyon ng middle-income class na kulang sa proteksyon sa mga risk insurance programs ng gobyerno. Dahil dito, nanganganib ang mga nasa middle class na malugmok sa kahirapan.
“Government resources are limited. Hence, prudence, efficiency, and responsiveness are crucial to ensure delivery of social protection within our means and on the right priorities. This bill hence seeks to expand the 4Ps law to ensure a coherent, unified, and harmonized national strategy for all social protection programs and ayuda,” ani Lacson.
Sa panukala ni Lacson, magkakaroon ng “Pantawid Pag-asa” sa ilalim ng 4Ps, na sasakop sa mga social protection program ng pamahalaan. Ito ay tutulong sa regular na conditional cash transfer program sa ilalim ng kasalukuyang batas.
Ang mga social amelioration programs o “ayudas” na sakop ng Pantawid Pag-Asa ay ang AKAP (Ayuda sa Kapos ang Kita Program), AICS (Assistance to Individuals in Crisis Situation), TUPAD (Tulong Panghanapbuhay sa Ating Disadvantaged Workers), at Food STAMP.
Magiging “rationalized support program” para sa 4Ps ang Pantawid Pag-Asa. Magbibigay ito ng tulong pinansyal sa mga pamilyang dumaranas ng kahirapan dahil sa krisis at ibang emergency.
Kasama dito ang mas mahigpit na hakbang laban sa panloloko, duplication at pang-aabuso sa pamamagitan ng standardized social protection database, na may sinuri at komprehensibong ayuda program at ang kanilang beneficiaries. Ito ay mahalaga para sa unified targeting system at monitoring measures para sa mga social protection program.
Paparusahan din ng panukala ni Lacson ang pagsasamantala ng pulitiko sa programa. Titiyakin din ng panukala ang tamang implementasyon, monitoring at pagsusuri.
Ang mga sangkot sa “political exploitation” ng tulong mula sa Pantawid Pag-Asa ay habang buhay na pagbabawalang manilbihan sa gobyerno.
“By institutionalizing evidence-based planning and development of programs, we will maximize benefits for the poor and eradicate political opportunism in the distribution of social protection programs. Fundamentally, we will minimize wastage of resources by ensuring that only those who are deserving benefit from social protection programs,” ani Lacson.
“For the government to steer the country into social and economic transformation, our progress shall be attributed to strategic, complementary, and coherent social protection programs that effectively and sustainably strengthen the capabilities of Filipinos,” dagdag niya. Ernie Reyes
