MANILA, Philippines – NAKATAKDANG tintahan ni Pangulong Ferdinand R. Marcos Jr. upang maging ganap na batas ang bagong Agrarian Emancipation Act.
Inanunsyo ni Department of Agrarian Reform (DAR) Secretary Conrado M. Estrella III sa isinagawang land distribution sa Kalinga na sa Hulyo 7, lalagdaan ng Pangulo ang nasabing batas.
“President Ferdinand Marcos Jr. will sign a law condoning the unpaid debt of the ARBs who were awarded lands under the government’s Comprehensive Agrarian Reform Program,” ayon kay Estrella.
Ani Estrella, nais ng Pangulo na magbigay sa mga magsasaka ng “true freedom from poverty and loans” sa pamamagitan ng paglagda sa batas.
“The loans to be condoned are unpaid amortizations, interest payments, surcharges, and penalties of existing loans of ARBs secured under CARP or other agrarian reform programs or laws,” pahayag nito.
“The President emphasized that the New Agrarian Emancipation Program will only be complete until the ARBs are empowered through support services and credit facilities, prompt and efficient delivery of agrarian justice, and the stabilization of their agrarian rights,” ang wika ni Estrella.
Tinuran pa ni Estrella na ang future agrarian reform beneficiaries (ARBs) ay gagawaran ng “lands free and with no obligations to pay on their part with the balances of unpaid obligations of ARBs to landowners to be assumed by the Land Bank of the Philippines.”
Sa isinagawang distribusyon ng DAR sa Hunyo 25, sinasabing may 700 magsasaka mula sa Kalinga ang nakatanggap ng electronic land titles (e-titles) at certificates of land ownership award (CLOAs).
Ayon sa DAR, ang ipinamahaging lupain ay kinabibilangan ng 527 land titles kung saan sakop ang 1,201.8922 ektarya ng lupain.
Winika pa ni Estrella na ang distribusyon ng 240 e-titles at 287 CLOAs sa 772 ARBs ay isinagawa sa Tabuk City People’s Gymnasium, Tabuk City, Kalinga nitong weekend. Kris Jose
